16 <br /> Chair Bedford said that the Board should expect to see tweaks every year as the county <br /> refines the program. She said as they raise taxes for the school bond, they can expect to need <br /> to put more money into the Longtime Homeowners Assistance program. <br /> Commissioner Portie-Ascott asked if the heirs of a property can access the program. <br /> Aaron Rimmler-Cohen said no, because they would not have owned the property for 5 <br /> years. <br /> Chair Bedford said there is a distinction between heirs who want to live in the property, <br /> vs those who want to be a landlord. <br /> Commissioner Portie-Ascott said some heirs might want to move back and live in the <br /> property, but repairs must be made first. She said they will need to keep the taxes up while they <br /> make repairs. <br /> Aaron Rimmler-Cohen said she brings up an important point. He said they run into that <br /> in the county, but the NCHFA does not include regulations that are flexible enough.
