ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 18, 2004 <br />Action Agenda <br />Item No. ~'~ <br />SUBJECT: Pyrotechnics Approval: Blue Cross Blue Shield Family Day <br />DEPARTMENT: Purchasing and Central Services PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Checklist Pam Jones, (919) 245-2652 <br />Letter of Request Mike Tapp, (919) 968-2050 <br />license of Pyrotechnician TELEPHONE NUMBERS: <br />Site Layout Hillsborough 732-8181 <br />Product Inventory Chapel Hill 968-4501 <br />Certificate of Insurance Durham 688-7331 <br /> Mebane 336-227-2031 <br />PURPASE: To consider approving a pyrotechnics permit for Biue Cross/Blue Shield Family Day 2004 <br />on Saturday, June 5, 2004, <br />BACKGROUND: Blue Cross/Blue Shield has requested that the County Commissioners approve a <br />pyrotechnics permit for aloes-level fireworks display to be held in conjunction with their Family Day on <br />June 5, 2004,. <br />GS 14-414 indicates that the Board shall consider a fireworks permit for "any and all kinds of fireworks <br />and explosives, which are used for exhibitions or amusement purposes." <br />County policy further requires assurance from the sponsoring agency that adequate public safety <br />measures will be exercised; and that the County will be protected as an additional insured on the <br />insurance policy(ies) covering the event. <br />The display will occur in the Town of Chapel Hill Fire Department's jurisdiction. County approval is a <br />criterion for Town approval. Blue Cross/Blue Shield has fulfilled the County's criteria for a pyrotechnic <br />permit as evidenced by the attached documents. <br />On the day of the display, the Town of Chapel HiII Fire Department will be responsible for ensuring that <br />the site is set up as per the site plan and the inventory of pyrotechnics is commensurate with what is <br />approved. At such point that both the Chapel Hill Fire Department and the Acting Emergency <br />Management Director or his designee are satisfied that the criteria for approval have been met, the <br />permit will be signed and officially issued.. <br />FINANCIAL IMPACT: None <br />RECOMMENDATION(S): The Manager recommends that the Board approve the pyrotechnics permit <br />for the Blue Cross/Blue Shield Family Day 2004, June 5, 2004, contingent upon final approval of the set <br />up by the Acting Emergency Management Director or his designee.. <br />
