Interlocal Planning Agreements — History and Background <br /> Orange County and its municipalities, including the Town of Hillsborough, have a long, <br /> successful history of joint planning, coordination, and interlocal agreements. Interlocal <br /> plans and agreements currently in effect to which the Town is also a party include: <br /> • Central Orange Coordinated Area • Capacity Use Agreement for the Eno <br /> (COCA) (2006 — first phase) River (1988) <br /> • Courtesy Review Agreement (2003) • Water and Sewer Management, <br /> Planning, and Boundary Agreement <br /> (WASMPBA) (2001) <br /> • Utility Services Agreement for • Schools Adequate Public Facilities <br /> Economic Development District south Ordinance (SAPFO) Memorandum of <br /> of 1-40 (2017) Understanding (2003) <br /> Two additional interlocal agreements to be discussed are: <br /> • Interlocal Agreement for Building Permit Administration <br /> • Interlocal Agreement for Stormwater and Erosion Control <br />
