<br />State of North Carolina <br />County of Orange <br />Town of Hillsborough <br />MEMORANDUM OF AGREEMENT <br />TOWN OF HILLSBOROUGH <br />COUNTY OF ORANGE <br />CREATION OF A STRATEGIC GROWTH PLAN FOR HILLSBOROUGH CITY LIMITS, <br />EXTRATERRITORIAI. PLANNING .T[1RISIDICTION AND AREAS DESIGNATED AS 10 YEAR <br />AND 20 YEAR TRANSITION IN THE LAND USE ELEMENT OF THE ORANGE COUNTY <br />COMPREHENSIVE PLAN <br />THIS AGREEMENT, made and entered into between the Town of Hillsborough, North Carolina, a <br />North Carolina municipal corporation, 101 East Orange Street, Hillsborough North Cazolina 27278 <br />(hereinafter referred to as the "Town"), and the County of Orange, a political subdivision of the State <br />of North Cazolina 200 South Cameron Street, Hillsborough, North Carolina 27278 (hereinafter referred <br />to as the "Count}'), for the joint development of a Strategic Growth Plan for' Hillsborough City Limits, <br />extraterritorial planning jurisdiction and areas designated as 10-Yeaz and 20-Year Transition in the <br />Land Use Element of the Orange County Comprehensive Plan. <br />WHEREAS, the parties to this agreement are public bodies, politic and corporate, under the laws of the <br />State of North Cazolina; and <br />WHEREAS, the parties are vested with the power and authority to plan for and regulate the <br />development of land within each's documented,jurisdiction; and <br />WHEREAS, the Tawn and County established the Orange County/Town of Hillsborough Urban <br />Transition Area Task Force which met from September 23, 2004 to December I5, 2004; and <br />WHEREAS, the Task Force report contains 13 Principles of Agreement shazed by the Town and the <br />County regarding development in and around the current Hillsborough jurisdiction; and <br />WHEREAS, the Town plans to undertake a Strategic Growth Plan for its,jurisdiction; and <br />WHEREAS, the County is revising its Land Use Element of the Comprehensive Plan, which includes <br />lands designated as 10-Year and 20-Year Transition; and <br />WHEREAS, the first Principle of Agreement called for the joint prepazation of the Strategic Growth <br />Plan to include the transition areas in the County <br />i:3)num.enu~an,i RWnus Admiviarmnrl n:nl 9enm~t i'or~p9i(S-f d"td6AR~ IOI;t{i [)fh'C l~ia <br />
