ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.a. <br /> Subject: Safe Routes to School —Steering Committee <br /> PURPOSE:To recommend the Board of County Commissioners approve the Safe Routes to School <br /> Steering Committee <br /> BACKGROUND: On November 7, 2024, the Orange County Board of County Commissioners <br /> (BOCC) approved the 2024 Safe Routes to School (SRTS) Plan [link]. This plan establishes a <br /> framework to enhance safety for students traveling to and from all thirteen Orange County Public <br /> Schools. <br /> Following its adoption by Orange County, the plan received approvals from key regional <br /> transportation organizations, including: <br /> • Triangle West Transportation Planning Organization <br /> • Burlington-Graham Metropolitan Planning Organization <br /> • Central Pine Rural Planning Organization <br /> Additionally,the Orange County Board of Education received the plan during its December public <br /> meeting. The plan has also gained statewide recognition and has been selected for presentation <br /> at the 2025 North Carolina Association of Metropolitan Planning Organizations Annual <br /> Conference in Wilmington. <br /> Recommendation: Establishment of an SRTS Steering Committee <br /> To support the implementation of the plan, Orange County Transportation Services (OCTS) staff <br /> recommend the formation of an SRTS Steering Committee, as outlined in the approved plan.The <br /> committee would be responsible for overseeing implementation efforts and would include <br /> representatives from: <br /> • School administrators <br /> • Local government officials <br /> • Parents, Students, Teachers <br /> • Urban and transportation planners <br /> The Steering Committee's primary responsibilities would include: <br /> • Coordinating implementation efforts and ensuring alignment with the adopted plan. <br /> • Engaging key stakeholders to promote collaboration and community involvement. <br /> • Developing action plans to facilitate short- and long-term recommendations. <br /> Governance and Next Steps <br /> While the OUTBoard By-laws authorize the formation of subcommittees with limited scope <br /> within its membership, a Steering Committee of this scale would require formal approval from <br /> the Board of County Commissioners. <br />
