2019 Efland-Buckhorn-Mebane Access Management Plan Update <br /> Scope of Work <br /> Project Overview <br /> • Project Lead: In-House Staff <br /> • Project Timeline: March—December 2024 <br /> • Public Engagement: Orange County Transportation Services Public Involvement Plan (OCTS PIP) <br /> Task A — Analysis of Existing Conditions <br /> A comprehensive planning-level analysis will be conducted to assess existing conditions by reviewing adopted <br /> plans, evaluating the transportation network, and utilizing a data-driven approach. This analysis will incorporate <br /> locally approved Traffic Impact Analyses (TIA) and other relevant datasets. <br /> Methodology: <br /> • Utilize publicly available data, fieldwork, and independent research sources such as the U.S. Census, Triangle <br /> Regional Model, NCDOT databases, and local studies. <br /> • Consolidate all information into a clear and concise format, including maps, charts, and tables. <br /> • Develop an Existing Conditions Report that will serve as the foundation for future recommendations. <br /> Key Deliverables: <br /> ✓ Updated GIS maps <br /> ✓ Data visualizations (charts, graphs,tables)with supporting narrative <br /> ✓ Multimodal network analysis <br /> ✓ Existing Conditions Report <br /> Task B — Public Engagement <br /> Public engagement will be conducted in alignment with the approved Department-specific Public Involvement <br /> Plan (PIP). Engagement activities will include but are not limited to: <br /> • Two rounds of public workshops and additional pop-up events in the planning area. <br /> • OUTBoard meetings and a formal Public Hearing before the Board of County Commissioners (BOCC). <br /> • A dedicated project website for continuous updates and public feedback. <br /> Staff will prepare a Public Engagement Summary Report detailing community feedback,visual representations <br /> of public input, and how this feedback shaped the recommendations. <br /> Key Deliverables: <br /> ✓Two public workshops within the planning area <br /> ✓ Project-specific website for ongoing engagement <br /> ✓ Public Engagement Report summarizing outreach efforts and feedback <br /> TaskC — Draft Plan <br /> Following the completion of the Existing Conditions Analysis and Public Engagement Report, staff will develop a <br /> draft plan outlining short-, mid-, and long-term strategies for transportation improvements. <br /> • The draft plan will be presented to the Orange Unified Transportation Board (OUTBoard)for feedback. <br /> • After incorporating necessary revisions, the final draft will be submitted to the Board of County <br /> Commissioners (BOCC)for public hearing and review. <br />
