���E ORANGE COUNTY GOVERNMENT <br /> ORANGE ORL TRANSPORTATION SERVICES DEPARTMENT No rH CARQLLNA Ora"g; �m utt <br /> 8, <br /> Item 5.a. <br /> Subject: 2019 Efland-Buckhorn-Mebane Access Management Plan Update <br /> Attachment: Scope of Work <br /> PURPOSE: To approve Scope of Work for 2019 Efland-Buckhorn-Mebane Access Management <br /> Plan (2019 EBM AMP) Update. <br /> BACKGROUND: On July 17, 2024, the Orange Unified Transportation Board (OUTBoard) <br /> conducted a review of the 2019 Efland-Buckhorn-Mebane Access Management Plan (EBM AMP) <br /> as part of its efforts to prepare for a comprehensive update.This update is deemed necessary to <br /> address the multimodal transportation impacts of several approved developments within the <br /> study area. The developments include: <br /> Approved Developments: <br /> • R+L Carriers: A freight terminal spanning 83.4 acres located at Buckhorn and 1-40/1-85. <br /> • Medline:A 1.2 million square-foot medical supply distribution center on 176 acres along West <br /> Ten Road. <br /> • Buckhorn Industrial: A light manufacturing facility on 49.3 acres at Buckhorn and West Ten. <br /> • West Ten Industrial: A light manufacturing facility on 47.5 acres at Buckhorn and West Ten. <br /> • Buckhorn Business Center: A master-planned light manufacturing campus on 128.8 acres at <br /> Buckhorn Industrial Parkway and Buckhorn Road. <br /> • Carolina Achieve: A charter school approved 15.7 acres at West Ten Road and Rock Quarry. <br /> • Efland Industrial: An 886,240 square-foot light industrial facility at Mt. Willing Road and the <br /> I-40/US 70 Connector. <br /> In addition, Orange County has adopted several plans with specific projects in the study area: <br /> • US 70 Multimodal Corridor Study <br /> • Short Range Transit Plan <br /> • Safe Routes to School Plan <br /> • The 2022 County Strategic Plan <br /> • The Hillsborough Connectivity Plan <br /> • The Mebane Bicycle and Pedestrian Plan <br /> During the July 17, 2024, meeting, OUTBoard members recommended that staff conduct a <br /> thorough review of the multimodal transportation impacts associated with all approved <br /> developments. This review would include an evaluation of any Traffic Impact Analyses (TIA) <br /> conducted for these projects and a comparison of the findings against the projections outlined <br /> in the 2019 EBM AMP. If the cumulative traffic impacts from the approved development meet or <br /> exceed the forecasts established in the original plan, an update will be initiated in accordance <br /> with the presented Scope of Work. <br />
