ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.b <br /> Subject: Non-STIP <br /> Attachment: Non-STIP Project List <br /> PURPOSE: Comment on County's Non-State Transportation Improvement Projects (Non-STIP). <br /> BACKGROUND: The Orange Unified Transportation Board (OUTBoard) conducts a quarterly <br /> review of the County's Non-State Transportation Improvement Program (Non-STIP) projects.This <br /> review is conducted both in preparation for and following the quarterly meetings between the <br /> County, local municipalities, and the North Carolina Department of Transportation (NCDOT). <br /> NCDOT administers various funding programs that allow local transportation projects to proceed <br /> without requiring inclusion in the State's Prioritization of Transportation (SPOT) process. These <br /> funding sources include, but are not limited to: <br /> • Highway Safety Improvement Program (HSIP - link) <br /> • Spot Safety/Mobility Programs (link) <br /> • Highway Maintenance Improvement Program (HMIP - link) <br /> Key Funding Stipulations <br /> ✓ Right-of-way acquisition and utility relocations must be completed prior to funding approval. <br /> ✓ Projects must be under contract within 12-24 months of receiving funding. <br /> ✓ For projects exceeding$250,000, resolution of support from the local elected body is required <br /> ✓ Funding can be combined with other sources to maximize project feasibility. <br /> ✓ Most projects are subject to Board of Transportation (BOT) approval. <br /> Project Identification and Review Process <br /> Transportation staff from Orange County and NCDOT work collaboratively to: <br /> • Analyze the existing road network. <br /> • Address public concerns regarding traffic safety, mobility, and infrastructure needs. <br /> • Identify small-scale, cost-effective improvements that can be implemented administratively <br /> without lengthy approval processes. <br /> To ensure transparency and strategic decision-making, County staff maintain and update an <br /> ongoing list of Non-STIP projects (Attachment 1), which is reviewed quarterly with the <br /> Transportation Advisory Service and OUTBoard. These regular assessments help prioritize local <br /> transportation enhancements and ensure that funding opportunities are effectively leveraged to <br /> improve safety and mobility across the County. <br />
