<br />Don Matheson, Orange County's Senator, appeared and disensaed with the Board proposed legis-
<br />lative items which were of interest to Orange County.
<br />The County Administrator was requested to advise the county department officials to begin
<br />preparing their budget requests.
<br />The County Administrator informed the Board that he had talked with C. L. Walters, State
<br />Highway Supervisor, concerning the graveling of the Walker Mill property. Mr. Gattis stated that
<br />the State Highway Commission would place four inches of crushed stone on this area for a cost of
<br />$800.00, and that the cost would be $19400.00 if done by other sources. The County Administrator
<br />was authorized to proceed with negotiations to obtain this service from the State Highway Commission.
<br />Paul Siebel, Ed Barnes, Mary Harris, Roland Mintz, and Jessie Trowbridge were present.
<br />Chairman Bennett informed the Board that he had received a letter from Jessie Trowbridge, Home
<br />Economics Agent, in which she submitted her resignation after 30 years service in Agricultural
<br />Extension Service, said resignation to be effective August 31, 1965. Chairman Bennett expressed
<br />the appreciation of the Board to Miss Trowbridge for her dedicated service to Orange County during
<br />the past nine years and wished her well in her retirement.
<br />Miss Trowbridge expressed her appreciation to the Board for their cooperation and stated-
<br />that she had enjoyed her years of employment with Orange County.
<br />Miss Mary Harris, District Home Economics Extension Agent, informed the Board that it was
<br />her responsibility to investigate and select a person to fill the vacancy left by Miss Trowbridge.
<br />Miss Harris recommended that Mrs. Elizabeth Meldau, who has seven years' experience with the Agri-
<br />cultural Extension Service, Durham County, be employed as Home Economics Agent for Orange County.
<br />Miss Harris further recommended that Yrs. Meldau's salary be set at the amount now being received
<br />by Miss Trowbridge.
<br />Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, and unanimously adopted,
<br />Mrs. Elizabeth Meldau was appointed as Home Economics Agent for Orange County, effective September 1,
<br />1965, beginning salary, to be set at the amount now being received by Mies Trowbridge.
<br />Roland Mintz, Agricultural Extension Service, advised the Board that it was a requirement of
<br />his Department that the Memorandum of Understanding between his department and the County must be
<br />reviewed every four years.. Mr. Mintz proceeded to review said memorandum and requested Chairman
<br />Sennett to sign same in behalf of orange County.
<br />Dr. Rogers, veterinarian with the U. S. Department of Agriculture presented a certificate to
<br />the Board which certified that Orange County cattle were free of Bangs Disease. This Certificate
<br />resulted from a 100% testing of all cattle herds in Orange County in the fall of 1964.
<br />Ed Barnes, County Agricultural Agent, appeared before the Board and requested that an Over-
<br />all Economic Development-Committee be recognized as the official agency to study in detail the
<br />human and economic resources of Orange County, and to formulate the overall policy for the economic
<br />development of the county. Mr.;Barnes stated that more than half of the counties of North Carolina
<br />have organized said committee, in order to coordinate the efforts of the many groups promoting
<br />economic development. He cited G. S. 153-9 (40) and G. S. 160-22 for authorization of said committee.
<br />Upon motion of Commissioner Cleveland, aec coded by Commissioner Ray, and unanimously adopted,
<br />the Board approved the plan to establish an Overall Economic Development Committee for Orange County.
<br />The following temporary steering committee for OEDC was approved and requested to establish
<br />a permanent Committee to be approved by the Board:

<br />Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, the following resolution
<br />was unanimously adopted: RESOLUTION OF 0010=ATION

<br />Miss Jessie Trowbridge
<br />Whereas, Miss Jessie Trowbridge was appointed Home Demonstration agent for Orange County on October 1,
<br />1956, and
<br />Whereas, Miss Jessie Trowbridge has faithfully served Orange County in this capacity, and
<br />Whereas, Miss Jessie Trowbridge is retiring from county service after 30 years in Agricultural Exten-
<br />sion Service,
<br />Therefore, Be It Resolved, that the Orange County Board of Commissioners, acting through its members,
<br />Harvey D. Bennett, Gordon B. Cleveland, Carl M. Smith, Henry S. Walker, and William C. Ray, now takes
<br />this means of expressing to Miss Jessie Trowbridge its sincere appreciation for her dedicated service
<br />to Orange County
<br />let a copy of this resolution be mailed to the said Miss Jessie Trowbridge, and the resolution be
<br />spread on the minutes of this meeting, this 3rd day of May, 1965.
