I don't believe there's anybody from the public,so I'm <br /> 56 going to skip right past that and see if we can't get this thing moving. <br /> 57 <br /> 58 AGENDA ITEM 5: PUBLIC CHARGE <br /> 59 <br /> 60 INTRODUCTION TO THE PUBLIC CHARGE <br /> 61 The Board of County Commissioners, under the authority of North Carolina General Statute, <br /> 62 appoints the Orange County Planning Board(OCPB)to uphold the written land development law of <br /> 63 the County. The general purpose of OCPB is to guide and accomplish coordinated and harmonious <br /> 64 development. OCPB shall do so in a manner,which considers the present and future needs of its <br /> 65 citizens and businesses through efficient and responsive process that contributes to and promotes <br /> 66 the health, safety, and welfare of the overall County. The OCPB will make every effort to uphold a <br /> 67 vision of responsive governance and quality public services during our deliberations,decisions,and <br /> 68 recommendations. <br /> 69 <br /> 70 PUBLIC CHARGE <br /> 71 The Planning Board pledges to the citizens of Orange County its respect. The Board asks its <br /> 72 citizens to conduct themselves in a respectful, courteous manner, both with the Board and with <br /> 73 fellow citizens. At any time,should any member of the Board or any citizen fail to observe this public <br /> 74 charge, the Chair will ask the offending member to leave the meeting until that individual regains <br /> 75 personal control. Should decorum fail to be restored, the Chair will recess the meeting until such <br /> 76 time that a genuine commitment to this public charge is observed. <br /> 77 <br /> 78 AGENDA ITEM 7: UPDATE ON LAND USE PLAN 2050—To receive an update from Clarion Associates on aspects of <br /> 79 the ongoing Land Use Plan 2050 project. <br /> 80 <br /> 81 Adam Beeman: We've got Clarion here tonight, and Tom is going to give us a brief update,and then we'll go from <br /> 82 there. Good evening. <br /> 83 <br /> 84 Tom Altieri: Good evening. Tom Altieri, Orange County senior planner. Just a very brief introduction and then <br /> 85 I'll turn the floor over to Leigh Anne King. The planning board received its last update from staff <br /> 86 on the land use plan project back in September. Since that time,the County and the consultant <br /> 87 have completed our second engagement window which occurred late September through the <br /> 88 month of October. Leigh Anne King with Clarion and Emily Gvino will give you a presentation this <br /> 89 evening. It provides some information about some of the results of what we learned through the <br /> 90 outreach process. The presentation you'll receive is nearly identical to one that the <br /> 91 commissioners received just a few weeks ago, and I believe the last slide of the presentation <br /> 92 provides a brief update on some of the questions that were asked of the commissioners and what <br /> 93 they had to say about it. So,with that, I'll turn it over to Emily first. <br /> 94 <br /> 95 Emily Gvino: Thanks, Tom. Good evening,everyone. My name is Emily Gvino. These slides we'll put on the <br /> 96 project website for the land use plan,which is OrangeCountylanduseplan.com so you'll have these <br /> 97 after the meeting, as well. This evening,we're going to give you a quick project update about <br /> 98 where we are. I believe the last time that Leigh Anne and I spoke to you was probably sometime <br /> 99 around the first community engagement window, so we have a couple of updates since then and <br /> 100 then we'll be going into Community Engagement Window No. 2 which we held this fall. So,we'll <br /> 101 be talking through the activities that were conducted, the objectives that we had for this window <br /> 102 and then Leigh Anne will take you through the outcomes of that engagement and what we heard. <br /> 103 A brief moment for discussion of the policy direction and kind of an update, as Tom mentioned, of <br /> 104 what we heard from the commissioners at the last meeting, and then we'll go through the next <br /> 105 steps. So, this is our project timeline. The project kicked off in the summer of 2023 when we <br /> 106 were doing some initial groundwork and research, and we spoke with some of you during those <br /> 107 initial stakeholder interviews. During Phase 2 is when we launched that first community <br /> 108 engagement window, so that kicked off last fall through the winter of last year. We were working <br /> 109 on identifying what are the new issues and opportunities that have been presented, or what is the <br />
