DRAFT

Charity Kirk: No, my driveway is too long.

Adam Beeman: Spectrum rates that first. Once the county signed the contract, they raced out to the county and
fed it. They stopped an eighth of a mile short of my house and told me if I wanted to get a third
phone line, they'll come to me. So, I've been on the telephone since.

Perdita Holtz: We can move it down the list so that it's not No. 1.

Charity Kirk: I'm fine with the way it is. Do we want to add anything? Is there more discussion?

Lamar Proctor: The only question I had is whether Whitney wanted to make a motion to add No. 8 for just like
general emerging issue work towards better community engagement. I don't know if this would be
something to add to our list of specific things, I would support a motion to add it.

Adam Beeman: The only comment I have to say about that is that you said 3 plus years ago and they have made
a huge, just like the broadband, a huge dent in reaching out to the community. The main page is
light years ahead of what it used to be. So, it's more from the folks that want to be engaged. 1
mean that's up for challenge. I understand trying to reach out to them, but just like Charity said,
that was the best they could get for numbers and those are the people that wanted to participate.

Whitney Watson: So,this is a question really for the planning staff is if they feel like they've made sufficient
progress, then it doesn't need to be added. But if we don't ask the question, have we made
enough progress,we can't decide to add it or not. So, if you feel like we've made enough
progress, all right, in terms of public outreach or public engagement, then I'm fine with omitting it.

Perdita Holtz: I think much progress has been made. We now have a monthly newsletter. There are a few
hundred subscribers. I don't recall the exact number off the top of my head. Your concern was
specific to a project going on in Orange County.

Whitney Watson: Well, that was what created the bruhaha 3 plus years ago. Is the project tied Orange County and 1
heard word from a lot of residents, they were like, wait a minute, where is this. What is the county
doing to us? And it wasn't the county that was doing it. So,that's just an example of how leading
the conversation could be useful. And I'm sure Adam probably hears this, that Orange County
inspectors can be really hard to work with. Well, my experience has been they're really great. But
that's not the reputation out there.

Cy Stober: So, a couple of things, one specific to Thermo Fisher and the Buckhorn area study and Buc-ee's
and everything that happened in 2021,that was squarely in the middle of COVID. So, messaging,
unfortunately, was very difficult and I think that the county went through three different meeting
platforms, you know, Zoom, and we went to Teams later after I got here, but it was a very difficult
time for messaging and communication period. I'm not making excuses, but I just want to
acknowledge the moment that the county was at that time. And Lord knows I think, especially with
the Buc-ee's,the county did a remarkable job at managing the input with the tools available and
everyone learning on the fly. The additional thing,we are already underway and working with
community relations on some sort of instructional videos about our processes, how to apply for a
permit,so forth. We can add this to the work plan. And that would obligate us to report on it, but 1
have the intention of working with Kristen Prelipp in community relations on developing some
videos about what we do and how to apply for a permit. What is zoning? You know what is it that
we do. And that'll be helpful also when the comp plan gets to the draft, and I can work with her on
that too. So,we can do that without adding it to the work plan and report back to you all and then
to Beth's point, if you all want to have a subcommittee where we develop a more informal
relationship and reporting back to you,we can do that. It would structure the activities a bit and
give us deadlines that, it's pluses and minuses, but for us as staff it's something we can do. We
just need to figure out what that looks like. I always think we can do a better, I mean my
