DRAFT
had a lot of stuff and other meetings. And then on page 39 of your agenda packet,we list the
activities that we expect to be working on in 2025, and so that includes the Land Use Plan update,
which is a major work product that staff is working on as well as the consultant. And then also,
UDO amendments, just so you know, with the talk of the conservation subdivisions, there is
actually an effort by staff right now to draft some UDO amendments pertaining to the conservation
subdivisions in response to a petition that was made by a Board of County Commissioners
member earlier this year. And then, there are the three others that are a little bit less staff time
intensive. I will note that Meg has already done her first training session, and we are going to
knock that out quick. We are going to be done by early January. She's the only new board
member, and then here,we're now at the end of the page, where the concerns or emerging issues
that the planning board may wish to bring the commissioner's attention. We have still wireless
and broadband access, which is a continuing project in the county. And concerns with Mebane in
western Orange County. And continuing onto the last page, the watershed review and then a
couple things for inclusion into the land use plan pertaining to rural enterprises and to
transportation even though the planning department no longer includes the transportation
component within our department. It was moved out of planning a couple of years ago, and is
now its own separate department, but there is still a land use and transportation connection that
everybody acknowledges. So,the recommendation for tonight is for you all to, hopefully, review
the document prior to the meeting, and to talk about any ideas that any of you may have for
additional activities to be worked on in 2025. You know, time permitting of course, or any
additional issues to be brought to the attention of the BOCC,and then to either approve the work
plan and annual report or ask staff to incorporate the results of any discussion, and submit the
form to the clerk's office, or for us to incorporate the results and then bring it back for your further
review at the January 8, 2025, meeting. And with that, I will turn it over for you all.

Adam Beeman: Go ahead, Charity.

Charity Kirk: So,the private water and sewer system is coming up.What can we have a say on? What can
land use do to specify systems. That keeps coming up as a concern, but besides just hearing
about it and expressing opinion, what power, what information, is there anything that we can be
involved in there?

Perdita Holtz: Right. You know, actually, that is something that we need to look at more because by default
they're allowed. And as you know in North Carolina, if it's allowed,we're not quite sure if we can
not allow it. And this is one of things that Cy talked about doing a bit more research for staff to
figure out. Number 1,what are the options? And then, Number 2, do we want to do anything with
the options?

Charity Kirk: Yeah. I talked with an inspector at Environmental Health, and he was talking about mobile home
parks, and how there is a turnover, and they just sort of let the systems degrade, how could we
prevent that stuff that's already happening? How can we prevent that in the future too? But that
would be our suggestion to staff to look into it.

Perdita Holtz: Yeah, and it would really be as passing it on to Environmental Health because once it's in the
ground, it's on Environmental Health.

Charity Kirk: So, is there land use? Can land use dictate what systems would be allowed?

Perdita Holtz: Maybe. Maybe not. There was a time where we had regulations that if you were over a certain
size, that you had to get an SUP but that was taken out of the UDO several years ago.

Cy Stober: Another missing component that is present is storm water and the requirement of a performance
guarantee and that is complicated because, would that be environment health, would that be
planning, I don't know. But it's kind of ambiguous whether we could require this at that time. So,
again, Perdita's point, having some kind of regulations regarding an engineered system would be
