The applicant anticipates that solar photovoltaic panels will be installed for individual <br /> residences and that a community solar energy array will be evaluated. Preliminary discussions with <br /> Duke Energy indicate a potential fit with their renewable energy source requirements. The Utility Plan <br /> shows two proposed Duke access locations at Morrow Mill Road and Gold Mine Loop Road and the <br /> underground primary distribution lines for Fiddlehead Corner. Individual service to buildings will be <br /> shown in detailed site plans and construction plans. <br /> Communication Services - Communication and internet services will be provided by private <br /> companies. The applicant expects technology for cable, fiber, and satellite communication will <br /> change over time and service providers cannot be precisely specified at this time. An underground <br /> conduit distribution system is shown on the Utility Plan to facilitate the use of protected hard wired <br /> systems. <br /> Community Water System - 1-14D will build and operate a community water system to supply all the <br /> residences, common buildings and other needs of the community. Because no municipal water source <br /> is available, community wells will be the water source. The hydro-geological consultants discovered <br /> the presence of diabase dikes on the property. In their experience, diabase dikes are highly associated <br /> with wells yielding 40 gpm or more at depths of 200-400 feet. A US Geological Survey study of Orange <br /> County well yields revealed average well yields in this part of the county to be 50-75 gpm, adequate for <br /> anticipated demand. <br /> The wells will be under the jurisdiction of the Division of Water Resources, North Carolina Department <br /> of Environmental Quality. Three well sites in locations designated by the hydro-geologists with the <br /> setbacks specified by NC DEQ regulations have excellent prospects for the required yields. Two wells <br /> are planned, with a third site in reserve should more capacity be needed. NC DEQ requires that the <br /> second well be approved and operational prior to the development of the 50th dwelling unit. Individual <br /> service to buildings will be shown in detailed site plans and construction plans. <br /> There will be a central plant for water tanks and pumps, with a distribution network of mains and <br /> branches to supply housing clusters and common buildings. A commercial operator will be contracted <br /> to manage the system. <br /> The location of the probable wells, the treatment plant and distribution pumps, and the distribution <br /> system to the buildings in Fiddlehead Corner are shown on the Utility Plan. <br />
