356 <br /> Attachment C2 <br /> STATEMENT OF CONSISTENCY OF <br /> A PROPOSED UNIFIED DEVELOPMENT ORDINANCE TEXT AMENDMENT <br /> WITH ADOPTED ORANGE COUNTY PLANS <br /> An application was received to amend the Orange County Unified Development Ordinance <br /> (UDO) to add Family Care Facility as a potential use in the MPD-CD (Master Plan Development <br /> Conditional District) and to allow MPD-CD districts to be considered in the Rural Neighborhood <br /> Activity Nodes, as designated by the 2030 Orange County Comprehensive Plan. <br /> The Board of County Commissioners hereby issues this Statement of Consistency pursuant to <br /> NCGS §160D-605 Governing Board Statement. The Board finds that the amendments to the <br /> Orange County UDO text of Section 3.8 to allows for the MPD-CD zoning district in the "Rural <br /> Neighborhood Activity Node" future land use class of the 2030 Comprehensive Plan is <br /> consistent for the following reasons: <br /> 1. The requirements of UDO Section 2.8 Zoning Atlas and Unified Development <br /> Ordinance Amendments have been met; <br /> 2. The amendment is consistent with the adopted 2030 Orange County Comprehensive <br /> Plan, as prescribed by UDO Section 1.1.5 Statement of Intent—Amendments and <br /> Section 1.1.7 Conformance with Adopted Plans; <br /> a. The amendment is consistent with the 2030 Comprehensive Plan because it <br /> supports the following: <br /> Housing Goal 1: <br /> A wide range of types and densities of quality housing affordable to all in all parts <br /> of the County. <br /> Housing Goal 2: <br /> Housing that is useable by as many people as possible regardless of age, ability <br /> or circumstance. <br /> Objective H-2.1: <br /> Accommodate the development of group homes, foster care facilities, transitional <br /> housing facilities and other housing types in appropriate locations to provide <br /> increased opportunities for social interaction, a de-institutionalized lifestyle, and <br /> gainful employment. <br /> 3. The amendment is consistent with the adopted Master Aging Plan 2022-2027; <br /> a. The amendment is consistent with the master aging plan because it supports the <br /> following: <br /> Goal 3— Housing: Improve choice, quality, affordability, and stability of housing <br /> for older adults. <br /> Objective 3.1: Expand the development of a wide array of housing models that <br /> advance racial equity, livable design, and social connections for older adults. <br />
