353 <br /> UDO Text Amendment Application - Attachment 2 <br /> We recommend considering this application in conjunction with three associated applications, <br /> namely those for a Zoning Atlas amendment, a Future Land Use Map amendment, and a <br /> Comprehensive Plan text amendment. Details presented in those applications - especially in <br /> their narratives - further illuminate aspects that are touched on here only briefly. <br /> a. Description of the proposed changes sought by the applicant <br /> In Section 3.8 of Article 3, Base Zoning Districts, a description of Master Plan Development <br /> Conditional District (MPD-CD) beginning on page 3-63 contains the following: <br /> MPD-CD DISTRICT SPECIFIC DEVELOPMENT STANDARDS <br /> 1. MPD-CD districts shall be limited to Transition Land Use Categories within the Orange <br /> County Planning Jurisdiction and Rural Community Nodes, as defined in the 2030 Orange <br /> County Comprehensive Plan. <br /> We propose the addition of "Rural Neighborhood Activity Nodes" to Land Use Categories in <br /> which MPD-CD is permitted. <br /> b. The revised text as requested by the applicant <br /> MPD-CD DISTRICT SPECIFIC DEVELOPMENT STANDARDS <br /> 1. MPD-CD districts shall be limited to Transition Land Use Categories within the Orange <br /> County Planning Jurisdiction, Rural Neighborhood Activity Nodes and Rural Community <br /> Nodes, as defined in the Orange County Comprehensive Plan. <br /> Italics added for clarity. <br /> c. How the proposed amendment is consistent with, or carries out the <br /> intent and purpose of, the Orange County Comprehensive Plan <br /> The Housing Element, Chapter 4 of the Comprehensive Plan, prominently mentions the <br /> provision of quality affordable housing for senior citizens as a key objective. For example, <br /> there is "Objective H-2.3: Increase the number of affordable multi-family housing units which <br /> are designed to support the needs of the elderly, especially those with limited incomes". <br /> A section of Chapter 4 titled Orange County Master Aging Plan (MAP) describes the expected <br /> massive increase in the numbers of Orange County residents 65 and older in coming years. A <br /> corresponding demand for appropriate housing is further detailed in section e. of this <br /> attachment, quoting from the MAP. <br />
