352 <br /> for exclusion of FCF. We are unaware of documentation of an explicit decision to deny <br /> permission for Family Care Facility in MPD-CD. The omission appears, in our view, to be an <br /> oversight. <br /> Family Care Facility is an entity described, permitted and regulated by N.C. law. <br /> The Family Care Facility thus represents an important residential option for the care of <br /> persons with disabilities. In particular, it provides for the care of persons with dementia <br /> requiring supervision and the care of persons who are incapacitated with respect to <br /> independent living because they require assistance in activities of daily living (ADLs). Such <br /> care is administered according to the social model. An example of the great value FCFs <br /> provide in Orange County is Charles House - Winmore Neighborhood Eldercare. <br /> Group Care Facility and Health and Personal Care Facility are permitted uses in MPD-CD <br /> subject to use standards. These two types of facility differ from a Family Care Facility only <br /> with respect to the number of persons. Specifically, Family Care Facility is defined as a facility <br /> with six or less residents. Group Care Facility is defined as encompassing seven to fifteen <br /> residents. Health and Personal Care Facility encompasses sixteen or more residents. <br /> Qualitatively the types of activities involved are indistinguishable except for the Health and <br /> Personal Care Facility, where a much broader spectrum of facility types and activities is <br /> included in its entry in the LIDO Definitions (Sec. 10.1, p. 10-18). <br /> e. Changing conditions within the County that make the amendment <br /> reasonably necessary to promote the public health, safety and general <br /> welfare <br /> With the demographic shift in which "baby boomers" are entering the ranks of senior citizens <br /> in ever increasing numbers, there is expected to be an increasing number of people who will <br /> become disabled and require service of the type described. <br /> f. 'All other circumstances, factors and reasons' the applicant offers to <br /> justify approval of the request <br /> An applicant - Hands Fours Development Cooperative (H4D) - is applying for the rezoning of <br /> a 90 acre parcel in Orange County to MPD-CD. As a community largely composed of senior <br /> citizens, H4D wants to be prepared for the inevitable occurrence of incapacitated community <br /> members. It wants to provide for them to remain in the community and be cared for there, <br /> rather than be sent to facilities off-campus. The Family Care Facility definition corresponds to <br /> the H4D's vision of the facility in which such care could be administered. However, the current <br /> lack of permitted use of a Family Care Facility in MPD-CD is a major stumbling block to <br /> realizing this objective. <br />
