351 <br /> The text addition that follows would apply only if Family Care Facility is Permitted Subject to <br /> Use Standards. <br /> SECTION 5.5: STANDARDS FOR RESIDENTIAL USES <br /> 5.5.13 Family Care Facility <br /> (A) Submittal Requirements and Standards of Evaluation for Special Use Permit or <br /> Conditional Districts <br /> (1) Submittal Requirements <br /> In addition to the information required by section 2.7 or 2.9, as applicable, the following <br /> information shall be supplied as part of the application for approval of this use: <br /> (a)A description of the type of persons to be cared for and the nature of the care to be <br /> provided. <br /> (b) If structural alterations to existing structures or new construction is required, a complete <br /> description of the nature and extent of these alterations or new construction. <br /> (2) Standards of Evaluation <br /> (a) Structural alterations shall be of such a nature as to preserve the residential character of <br /> the building. <br /> (b) If a state license or permit is required to operate such a facility, the standards necessary to <br /> qualify for such a permit have been met. <br /> c. How the proposed amendment is consistent with, or carries out the <br /> intent and purpose of, the Orange County Comprehensive Plan <br /> Chapter 4, the Housing Element of the Comprehensive Plan 2030 (CP2030), makes specific <br /> references in its Background to goals from other Orange County Plans: <br /> a. The Orange County 2005-2010 HOUSING AND COMMUNITY DEVELOPMENT <br /> CONSOLIDATED PLAN referenced on page 4-2 of CP2030 includes a specific Strategic Plan <br /> Goal: "Provide housing and services for populations with special needs. Such special needs <br /> groups include the homeless, elderly, disabled, mentally ill, and persons with AIDS." <br /> b. The ORANGE COUNTY MASTER AGING PLAN referenced beginning on page 4-3 of <br /> CP2030 includes "Goal B: Housing and Shelter— Promote an adequate supply of safe, <br /> affordable, and suitable housing options for older residents to age in place." <br /> The proposed amendment carries out these purposes by permitting a facility for care of <br /> incapacitated aging adults in their own community as the need arises. <br /> d. The alleged error that would be corrected by the amendment <br /> Family Care Facility (FCF) is a permitted use in every Orange County conventional residential <br /> zoning district (Sec. 5.2, line 44). There is no apparent reason for MPD-CD to be singled out <br />
