338 <br /> This tsunami of aging adults will produce a demand for increased housing that is designed specifically <br /> to meet the needs of an aging population. The housing stock of Orange County is geared to families, <br /> typically 3 bedrooms, whereas the space needed by seniors declines as their activities and family size <br /> decreases. Many seniors need housing with barrier-free access, which is not generally available. At <br /> the same time, housing prices are increasing rapidly, while incomes in seniors decrease as they age <br /> and retire. <br /> The applicants wanted to locate their community for seniors in an urban setting but were unable to <br /> locate suitable land in Orange County districts currently approved for such projects and thus focused <br /> our efforts on a suitable rural location. A Rural Neighborhood Activity Node appears to be well suited, <br /> assuming the requested amendment is granted. <br /> All other circumstances, factors and reasons the applicant offers in support of the proposed <br /> Comprehensive Plan text amendment <br /> The applicant - Hands Fours Development Cooperative (H4D) - is applying for the rezoning of a 90 <br /> acre parcel in Orange County to MPD-CD for the purpose of locating an intentional community <br /> designed primarily to serve seniors who wish to age in place. For this purpose, H4D has purchased <br /> land that lies partially within a Rural Neighborhood Activity Node (RNAN). H4D has applied for a <br /> FLUM Map Amendment for the land use classification of the remainder of the property to be revised <br /> from AR to RNAN. H4D has further applied for a UDO Zoning Atlas amendment to request rezoning of <br /> the property from AR to MPD-CD. A third application is a UDO text amendment to the MPD-CD <br /> development standards to include RNAN as an allowed location for an MPD-CD. Should those <br /> requests be approved, the Land Use and Zoning matrix needs this requested change for all changes <br /> to be harmonized. <br /> Future Land Use Map Amendment — Exhibit A <br /> The image shows the location of the property and its relationship to the Rural Neighborhood Activity <br /> Node (RNAN) centered at the intersection of NC54 and Morrow Mill Road. The northernmost extent of <br /> the property lies within the Node.
