We concluded <br /> it would be necessary either to abandon our project or to develop outside of the urban boundary. <br /> The property acquired by H41D appears to be ideal for the purpose of creating our intentional <br /> community, apart from having the split designation of Rural Neighborhood Activity Node and <br /> Agricultural Residential on the FLUM. The appropriate zoning classification for our purpose is <br /> MPD-CD, which is not now permitted in the RNAN or the AR classification. A reclassification of the AR <br /> portion of the subject property land use to RNAN, in concert with rezoning the properties to MPD-CD <br /> and creating the Appendix F linkage between RNAN and MPD-CD, will provide the appropriate <br /> jurisdictional setting for the project. <br /> The Proposed Amendment and the Goals of the Comprehensive Plan - Housing <br /> Approval of the proposed amendment, in combination with proposed rezoning as MPD-CD, will allow <br /> the development of a residential community that achieves a number of goals stated in the <br /> Comprehensive Plan and the Master Aging Plan (MAP) that it references. <br /> First and foremost are the goals in the Housing Element. The Comprehensive Plan's Chapter 4 makes <br /> specific reference to the MAP with its emphasis on the housing needs of seniors. MAP 2022-27 <br /> continues the emphasis on Housing, with Goal 3 being to "improve choices, quality, and affordability of <br /> housing for older adults". Our proposal addresses this goal by providing a range of choices (single <br /> family, multiplex and multifamily) of high quality that are sized specifically for the comfort, convenience <br /> and budget of older adults. Specifically, residences will average 1,250 sf, will mostly be one- and <br /> two-bedroom units, and will adhere to principles of"universal design". The latter term refers to the <br /> design of buildings, products or environments to make them accessible to people, regardless of age, <br /> disability or other factors. <br /> Our community, which will be named Fiddlehead Corner (FC), plans to go well beyond the basic <br /> requirements of housing to specifically respond to Goals 1, 2, 4, 7 and 8 of the MAP 2022-27. Goal 1 <br /> is to optimize the variety and usability of outdoor spaces and buildings that enhance social interactions <br /> for older adults. FC will have walking trails, outdoor areas for recreation and events, a community <br /> garden and meditation spaces. <br /> Goal 2 is to increase access to and awareness of affordable, safe, and equitable mobility options for <br /> older adults in all parts of Orange County. Crucially, the community is compact to promote ready <br /> access to the community center even for those with limited mobility or using personal mobility devices. <br /> FC will coordinate closely with transportation providers to assure that community members needing <br /> assistance are able to reach desired destinations such as shopping venues, entertainment and <br /> medical facilities. Universal design will be applied to planning for all shared indoor and outdoor space. <br /> Goal 4 is to promote diverse and accessible opportunities for participation and engagement of older <br /> adults. The community center will serve as the hub for the social life of the community - a place to <br /> gather daily to be with others and pursue a wide variety of activities together. Social interaction <br /> protects against the isolation and loneliness that many older adults experience. We cultivate <br /> community values that embrace all races, all faiths, all cultures and countries of origin, and all sexual <br /> and gender orientations. We aspire to build and sustain a safe place for all. <br /> Goal 7 seeks to ensure that the community has accessible and affordable resources to support <br /> individual health and well-being goals throughout the aging process. Fiddlehead Corner has an entire <br /> team dedicated to planning and providing a Continuum of Care in the community to ensure that the <br /> needs of the community are covered.
