318 <br /> development project proposes to use innovative technologies for a decentralized <br /> wastewater system that will discharge regulated, treated wastewater into receiving <br /> waters, rather than 150 single-family homes' septic systems that are permitted and <br /> managed individually. This will enable the NC Department of Environmental Quality <br /> and Orange County to work with a single management entity on wastewater <br /> treatment system performance and standards to better protect aquatic and riparian <br /> habitat. Having a single legal entity to engage with on water usage will similarly be <br /> more effective than the equivalent of 150 individual well owners, allowing for more <br /> assurance of groundwater protection and conservation. <br /> As such, Fiddlehead Corner provides Orange County with certainty on the form <br /> and design of the community, including the potential impacts to the surrounding <br /> rural area. Contingent upon approval of the applicant's proposed text amendments <br /> to the Unified Development Ordinance and the 2030 Comprehensive Plan, and an <br /> amendment to the local RNAN on the Future Land Use Map (FLUM) to enable the <br /> proposed uses and provide consistency with the 2030 Comprehensive Plan, the <br /> Fiddlehead Corner Master Plan Development — Conditional District (MPD-CD) <br /> zoning atlas amendment is consistent with the Orange County 2030 <br /> Comprehensive Plan due to its satisfaction of multiple elements of the plan, <br /> including: <br /> Planning Principle 2, Sustainable Growth and Development <br /> Growth and development within the county should occur in a pattern, location, and <br /> density that is sustainable over the long-term. <br /> Planning Principle 3A, Encouragement of Energy Efficiency, Lower Energy <br /> Consumption and the Use of Non-Polluting Renewable Energy Resources <br /> Planning Principle 3113, Promotion of Both Air Quality Protection and the <br /> Development of an Effective Transportation System <br /> Decreasing the use of non-renewable resources and lowering energy consumption <br /> are encouraged in both public and private activities. The county's transportation <br /> system should be enhanced to promote more energy efficient modes of travel and <br /> improve air quality. <br /> Planning Principle 4, Natural Area Resource Preservation <br /> Protection of the County's natural areas, including forests, wildlife habitat, and <br /> other important open spaces should be a priority. The County should work with <br /> regional and local organizations, the towns, and private landowners to promote <br /> and achieve preservation of the County's important natural resources. <br /> Planning Principle 5, Preservation of Rural Land Use Pattern <br /> The County's rural areas are a cherished component of the County's character. <br /> Future development should preserve and enhance the county's rural landscape. <br />
