The proposal is consistent with goals/objectives outlined within the Comprehensive <br /> Plan concerning development, including: <br /> Fiddlehead Corner proposes to bring 150 senior-targeted homes to southwestern <br /> Orange County via a Master Plan Development - Conditional District (MPD-CD) <br /> with a binding master plan that commits their layout, road network, utility network, <br /> amenities, aesthetics, and buffering and open space protection. Fiddlehead Corner <br /> is placed within a Rural Neighborhood Activity Node (RNAN), and the MPD-CD <br /> zoning district is supported within that activity node, consistent with the 2030 <br /> Comprehensive Plan Future Land Use Map (FLUM) and Appendix F, as amended. <br /> The master plan accompanying the application shows a layout and design that <br /> concentrate density and development internal to the property, preserving open <br /> space on over half of the property and separating the rural, largely agricultural land <br /> uses from this site. While the project introduces substantial new homes to the area <br /> it is unlikely to create an unsustainable land use pattern (i.e. "sprawl") due to its <br /> location within the RNAN and the limited remaining area both within the activity <br /> node and availability of properties that can support such development. Indeed, by <br /> focusing density at this location, Fiddlehead Corner will serve the market demands <br /> within a focused location, rather than distributing 150 new lots throughout the NC <br /> 54 corridor. The adjacent farms should be effectively unimpacted by this more <br /> intensive and overwhelmingly residential development that surrounds itself with <br /> preserved open space and buffering. The project serves the Comprehensive Plan's <br /> Parks and Recreation Goal 4: Healthy lifestyles, quality of life and community <br /> building through the provision of a variety of affordable recreational facilities and <br /> choice of leisure activities, while responding to the changing needs and interests <br /> of County residents. <br /> Fiddlehead Corner provides an unmet housing market need for Orange County's <br /> aging population and has integrated health care, transportation, recreation, and <br /> environmental protection features into the design to ensure that this site is <br /> contained within the property while also providing direct connection to the urban <br /> goods and services in the towns of Carrboro and Chapel Hill. With the integration <br /> of transit services and a multimodal network in the development's design, <br /> Fiddlehead Corner "[p]romote[s] public transportation [and] alternative modes of <br /> transportation" (Objective ED-2.3). The introduction of on-site, outpatient medical <br /> facilities, including those that qualify as "Family Care" facilities, will enable the <br /> residents to access essential health care needs without traveling in their personal <br /> vehicle, enhancing the project's sustainability through the reduction of carbon <br /> emissions and vehicle miles traveled. Similarly, the community center integrated <br /> into the development's design will allow for entertainment and recreational <br /> experiences mixing uses to "...support [a] walkable communit[y]" without requiring <br /> use of personal automobiles, a stated interest of the applicant representing the 150 <br /> potential homeowners (Objective ED-2.2). <br /> Fiddlehead Corner's design appears to be a direct response to the Comprehensive <br /> Plan's Land Use Objectives 1.1, 2.4, and 3.9 challenging Orange County to utilize <br />
