315 <br /> Attachment A7 <br /> STATEMENT OF CONSISTENCY <br /> OF A PROPOSED ZONING ATLAS MAP AMENDMENT <br /> WITH THE ADOPTED ORANGE COUNTY 2030 <br /> COMPREHENSIVE PLAN <br /> An applicant-initiated amendment (MA 23-003) to the Zoning Atlas has been reviewed <br /> to rezone a parcel as follows: <br /> Parcel Owner of <br /> Identification Township Record Current Zoning Proposed Zoning <br /> Number (PIN) <br /> Hands Four ' Agricultural Residential 0 Master Plan <br /> Development (AR) <br /> Development — <br /> 9739-72-0339 Bingham (H D4) ' Haw River Unprotected Conditional District <br /> Watershed Haw River Unprotected <br /> Watershed <br /> The Board of County Commissioners hereby finds: <br /> a. The requirements of Section 2.8 Zoning Atlas and Unified Development <br /> Ordinance Amendments, 2.9.1 Conditional Districts, and 6.7 Additional Standards <br /> fora MPD-CD of the Unified Development Ordinance (UDO) have been reviewed <br /> and, with the provision of a Master Plan satisfying these needs and otherwise <br /> demonstrating consistency with the UDO; and <br /> b. The amendment is reasonable and in the public interest because it furthers the <br /> goals of the adopted Comprehensive Plan and is located in an area designated <br /> on the Future Land Use Map as "Rural Neighborhood Activity Node." Such Nodes <br /> have been identified as "land focused on designated road intersections within a <br /> Rural Residential or Agricultural-Residential area that is appropriate for small <br /> scale commercial uses characteristic of "Mom and Pop" convenience stores and <br /> gas stations." (reference pages 5-16 and F-2 of the Comprehensive Plan and <br /> page 10-39 of the UDO). As detailed in the site-specific plan and the applicant's <br /> submitted conditions, Fiddlehead Corner includes two Family Care Facilities for <br /> no more than six (6) individuals each, and a community center that will be sized <br /> to serve local interests in entertainment and congregation; and <br /> c. Pursuant to Sections 1.1.5 Statement of Intent - Amendments, and 1.1.7 <br /> Conformance with Adopted Plans of the UDO and 160D-605(a) Governing Board <br /> Statement— Plan Consistency of the North Carolina General Statutes, the Board <br /> finds sufficient documentation within the record denoting that the amendment is <br /> consistent with the adopted 2030 Comprehensive Plan; and <br />
