294 <br /> Water Resources Review Comments: <br /> The surveyed streams differ from what is currently mapped in the Orange County GIS Hydrology Layer <br /> so I would suggest that a Surface Water ID be conducted by Orange County staff to verify jurisdictional/ <br /> non jurisdictional streams present on the property. If the noted non jurisdictional stream that is in the <br /> SCM#1 area of Phase 2 is in fact jurisdictional,then SCM's and proposed development cannot occur <br /> within the stream footprint or it's buffer. As for the section of Fiddlehead Drive that crosses the noted <br /> jurisdictional stream channel,please make sure that proper permits are obtained, and that infrastructure is <br /> in place to divert stormwater away from the stream channel crossing and to SCM's. This same stream <br /> channel continues up to the small existing farm pond that is proposed to be enlarged and it is currently <br /> mapped in the Orange County GIS as being jurisdictional despite the survey saying it is not. If it is in fact <br /> jurisdictional then the pond area could be hydrologically connected to the stream and subject to buffer <br /> regulations as well. <br /> Cultural Resources Review Comments: There are no previously identified historic properties or resources <br /> located on the subject parcel. However,the project subdivision plat and sheets C1.0 and C1.2 indicate the <br /> presence of a dilapidated house with a stone chimney. This has the potential to be a historic/cultural <br /> resource and therefore requires documentation by DEAPR staff to make an assessment of its condition, <br /> significance and physical integrity,prior to any development taking place.Also,the historic house and <br /> related farm buildings located at the intersection of Morrow Mill and Goldmine Loop roads appear to date <br /> to the 1930s and therefore should be documented and photographed for the County's historic property <br /> inventory program by DEAPR staff. <br /> As with any development,care should be taken to locate,identify and protect any potential human burial <br /> sites or cemeteries. Our review of maps showing the locations of existing cemeteries does not show any <br /> identified burials on this parcel. However,this site may contain burials in the form of informally arranged <br /> graves marked only by plain field stones used to mark the graves of the enslaved population and their <br /> descendants. This site should be carefully searched for the presence of such burial sites. Anyone who <br /> encounters what appears to be a burial or grave should immediately contact the Orange County Cultural <br /> Resources Coordinator at 919-245-2517. <br /> Potential for Parks/Open Space Dedication: <br /> Orange County currently holds no land in the Bingham District to be developed as a park site,but is <br /> working to acquire ca 75 acres for the district park site.
