292 <br /> Erosion & Sedimentation Control (E&SC): <br /> According to current Orange County GIS imagery of the project parcel, there are mapped <br /> stream features within the project parcel boundaries. Orange County enforces stream <br /> buffers along streams, rivers, water bodies, and other water features (e.g., wetlands) as <br /> outlined in Section 6.13 of the Orange County UDO. Based on the submitted materials <br /> for the proposed development, the project could meet the basic Erosion and <br /> Sedimentation Control requirements as outlined in Section 6.15 of the Orange County <br /> UDO and could be developed as generally proposed. The proposal will also require an <br /> Army Corps PCN 404/401 application for both the wetland impact and stream buffer <br /> impact and issuance of Orange County buffer impact authorization certificate for the <br /> planned stream crossing. <br /> Stormwater Management: <br /> The submitted materials indicate a level of development that could meet current UDO <br /> requirements specific to stormwater management. Three (3) permanent Stormwater <br /> Control Measures (SCMs) are proposed. Only the general locations of the proposed <br /> SCMs have been provided, with no supporting calculations. It is feasible that the project <br /> can meet water quantity requirements (i.e., post-development stormwater runoff <br /> attenuation). There are no water quality requirements (i.e., post-development nutrient <br /> attenuation) currently associated with the Watershed Overlay District within which the <br /> project is located. There is a small section of Special Flood Hazard Area (SFHA) located <br /> in the southeastern corner of the project parcel. The project will need to meet applicable <br /> stormwater management requirements as outlined in Section 6.14 of the Orange County <br /> UDO and must be in general conformance with the North Carolina Stormwater Design <br /> Manual (i.e., Minimum Design Criteria). <br /> Conclusion: <br /> The Division has No Objections to the approval of the rezoning request so long as a <br /> complete LDP application and supporting plans and calculations are submitted to Orange <br /> County for review, processing and approval prior to commencement of on-site Land- <br /> Disturbing Activity. As the project progresses, additional field observations, and/or <br /> permitting by others (e.g., US Army Corps of Engineers, NC Department of Environmental <br /> Quality, NC Department of Transportation, etc.), additional buffers, setbacks, and/or <br /> additional Orange County review and permitting may apply beyond the proposed <br /> development as shown with this rezoning request. <br /> P.E.
