The <br /> 904 project proposes a high-tech solution to provide onsite waste management. Such <br /> 905 solutions are not free from failure. If the sewage system of the project should fail, the <br /> 906 company would have to condemn the existing drawings and provide water and sewer to <br /> 907 the outreaches of the county. <br /> 908 <br /> 909 Adam Beeman: Thank you, unfortunately, time is up. <br /> 910 <br /> 911 Colin Austin: Thank you, my name is Collin Austin. I'm the chair of the advisory board on aging here in <br /> 912 the county. We sent a letter to the planning department outlining our support for this <br /> 913 project. Our board supports this project because it was created by seniors for seniors, <br /> 914 and in response to many of the goals in our county master aging plan. I'd just like to <br /> 915 highlight three aspects. First, it increases accessibility for people regardless of age or <br /> 916 disability, incorporating wide doorways, handrails, level entries. Only a small fraction of <br /> 917 the housing stock in Orange County currently meets this criteria. Second, the <br /> 918 development enhances social interaction for older adults; has walking trails, outdoor areas <br /> 919 for recreation and events, community garden; and third provides a continuum of care in <br /> 920 the community to ensure that the needs of the community are covered and that would <br /> 921 allow community members to age in place with their increasing care needs rather than <br /> 922 forcing them to leave the community. We believe this is an important proposal, seniors <br /> 923 helping seniors age in place, instead of seniors living in isolation or being relocated to <br /> 924 facilities with little or no connection to any community. Thank you very much. <br /> 925 <br /> 926 AGENDA ITEM 8: UNIFIED DEVELOPMENT ORDINANCE(UDO)TEXT AMENDMENT—ADD FAMILY CARE HOMES AS <br /> 927 PERMITTED USE TO MPD-CD ZONING DISTRICT AND ASSOCIATED AMENDMENTS—To continue review and make a <br /> 928 recommendation to the BOCC on applicant-initiated amendments to the LIDO pertaining to Family Care <br /> 929 Homes. The BOCC public hearing date is"to be determined." <br /> 930 <br /> 931 Adam Beeman: Thank you. So, this next item is the LIDO Text Amendment referring to the family care. If <br /> 932 you have comments on that, we're going to go through this group right now. <br /> 933 <br /> 934 Dan Eddleman: This agenda item is based on the premise that the entire region encompassed by Orange <br /> 935 County has no provision for family care homes and that the rural neighborhood activity <br /> 936 nodes located throughout the county ought to be exploited to permit such use. My first <br /> 937 speaking to you about rural activity nodes states why that's inconsistent to use that kind of <br /> 938 rural activity node for this. Here is why. The assertion that the Orange County region has <br /> 939 no provision for high density family care homes and is an omission needing correction is a <br /> 940 mistaken assertion. By design, the LIDO mandates that high density residential housing is <br /> 941 to be where water and sewer, transportation, and other infrastructure is in place and in <br /> 942 fact accommodated in the municipalities by the use of R5 and other zoning categories. <br /> 943 Chapel Hill and Hillsborough have accommodated many variations of such facilities, some <br /> 944 for the most advanced healthcare needs, some for 55-plus senior living facilities, and a <br /> 945 number with specific requirements for affordability. Examples are, as many recent news <br /> 946 articles point out, these reports include the Legion Road Residential Community Priority <br /> 947 Conditional Zoning that was approved for such use. Other similar facilities are located in <br /> 948 Chapel Hill where the required infrastructure is in place and make frequent use of R5 <br /> 949 zoning. Just to quote a little bit about the Legion Road from Chapelboro.com, the Chapel <br /> 950 Hill Town Council unanimously proposed a resolution for the project at 1708, 1712 Legion <br /> 951 Road Development that will provide affordable housing property to accommodate <br /> 952 affording housing units for, and over the age of 55 and that is a legally binding <br />
