In analyzing this request, the Planning Director offers a full analysis of the <br /> application's consistency with the adopted Orange County 2030 Comprehensive Plan. <br /> See the drafted Statement of Consistency (Attachment 6) and drafted Statement of Inconsistency <br /> (Attachment 7) in which the relevant Goals and Objectives of the Orange County 2030 Comprehensive <br /> Land Use Plan have been analyzed in full detail. <br /> 1. The application is complete in accordance with the requirements of the LIDO. <br /> Staff Comment: Staff review determined that the application is complete, and all submitted <br /> materials are in compliance with the following applicable sections of the UDO: <br /> • Section 2.8, Zoning Atlas and Unified Development Ordinance Amendments <br /> • Section 2.9, Conditional Districts <br /> • Section 6.7, Additional Standards for MPD-CD <br /> 2. The consistency of this Zoning Atlas Amendment with the Unified Development Ordinance relies, in <br /> part, on the LIDO Text Amendment, see Attachments C1 — C3 (TXTA23-0001), submitted <br /> concurrently with this Zoning Atlas Amendment application. The inclusion of"Family Care Facility" <br /> as a permitted use within the MPD-CD zoning district would allow for staff to determine that this <br /> request is in compliance with the established standards of the Unified Development Ordinance. <br /> 3. The consistency of this Zoning Atlas Amendment with the 2030 Comprehensive Plan relies, in part, <br /> on the Comprehensive Plan Amendments, see Attachments B1 — B7 (MA23-0004), submitted <br /> concurrently with this Zoning Atlas Amendment application. The expansion of the Rural <br /> Neighborhood Activity Node (RNAN) to include the entirety of the subject parcel and the inclusion <br /> of MPD-CD zoning district as a compatible zoning district within the RNAN would allow for staff to <br /> determine that this request is consistent with the Orange County 2030 Comprehensive Plan. <br /> 6 <br />
