168 <br /> Phase I Environmental Site Assessment <br /> 5824 Morrow Mill Road <br /> Chapel Hill, North Carolina E S&ME Project No. 22580189 <br /> 1.2 Detailed Scope of Services <br /> 1.2.1 ASTM E 1527-13 <br /> S&ME's approach to performing this Phase I ESA consisted of four major tasks in accordance with ASTM Standard <br /> Practice E 1527-13. <br /> Task 1-A review of reasonably ascertainable public records for the subject property and the immediate vicinity <br /> was conducted. This review was performed to characterize environmental features of the subject property and to <br /> identify past and present land use activities, on or in the vicinity of the subject property, which may indicate a <br /> potential for recognized environmental conditions. The review of the reasonably ascertainable public records <br /> included: <br /> Review of federal, state, tribal, and reasonably ascertainable local public records for the subject property <br /> and immediate vicinity. <br /> Review of one or more of the following standard sources: aerial photographs, fire insurance maps, tax <br /> files, building department records, zoning/land use records, street directories and topographic maps of <br /> the subject property and vicinity for evidence suggesting past uses that might have involved hazardous <br /> substances or petroleum products. <br /> Review of land title records back to 1940, or first developed use - whichever is earlier, as well as a copy of <br /> the current deed if the documents are provided to S&ME by the Phase I ESA User. <br /> Task 2 - A site reconnaissance was performed to identify visible signs of past or existing contamination on or <br /> adjacent to the subject property. This reconnaissance was also performed to evaluate evidence found in our <br /> public record review that might indicate activities resulting in hazardous substances or petroleum products being <br /> used or deposited on the subject property. The site reconnaissance included the following activities: <br /> A reconnaissance of the subject property and adjacent properties was performed to look for evidence of <br /> current and past property uses, signs of spills, stressed vegetation, buried waste, underground or above <br /> ground storage tanks, subsidence, transformers, or unusual soil discoloration which may indicate the <br /> possible presence of contaminants on the properties. Photographs are provided to document these <br /> conditions. <br /> The exterior reconnaissance involved a viewing of the periphery of the subject property and a walk- <br /> through of accessible areas of the site interior. <br /> Areas of the subject property were photographed to document the current use(s) of the subject property, <br /> as well as conditions such as unusually discolored soil, stressed vegetation, or other significant features <br /> associated with the subject property. <br /> Task 3 - Interviews with past and present property owners (if available), operators and occupants as well as with <br /> appropriate local officials were conducted to consider any local knowledge of hazardous substances or petroleum <br /> products on the subject property or on adjacent properties. <br /> Task 4 - Report preparation. <br /> August 25, 2022 3 <br />
