59 <br /> r Tiddlef.ead <br /> =r Corner <br /> Fiddlehead Corner -Traffic Impact Assessment <br /> Ramey Kemp Associates, a Traffic & Transportation Engineering Firm with many years of <br /> experience in the RTP was commissioned by Hands Four Development Cooperative (H4D) to <br /> provide a Traffic Impact Assessment for the proposed Fiddlehead Corner development. [PIN # <br /> 9739-72-0339] <br /> The TIA parameters were developed in consultation with Orange County staff and NCDOT staff. <br /> The TIA examined the proposed development at full buildout of 150 dwelling units and all <br /> support activities. In addition, a first phase of development consisting of 49 dwelling units plus a <br /> community building, plus one eldercare facility [6 residents] and support infrastructure was <br /> studied. <br /> The TIA was "conservative" as requested by NCDOT and Orange County. Conservative <br /> applying in several ways to the analysis. <br /> • Trip Generation Rates: The Fiddlehead Corner community will have primarily one and two- <br /> bedroom residences and be home to smaller families; nevertheless, the ITE codes for larger <br /> single-family homes and households with adults going off-site for work and children <br /> attending school were utilized for traffic generation calculations. <br /> • Important Street Intersections: In the TIA, all traffic from Fiddlehead Corner development <br /> was routed through the proposed development entrance road intersection a Morrow Mill. Of <br /> that total, 95% of the traffic is expected to go east toward NC54. This process provided the <br /> heaviest traffic flow projections from Fiddlehead on Morrow Mill Road and at the intersection <br /> of Morrow Mill with NC54. <br /> • Emergency Services Requirements: Once Fiddlehead Corner reaches 100 dwelling units a <br /> second access is required. That connection will be at Fiddlehead Drive and Gold Mine Loop <br /> Road. Additionally, that entrance will provide access to three-four homes in POD 131, the <br /> Cheek property. <br /> The Ramey Kemp TIA, using NCDOT methodology shows that roadway improvements are not <br /> warranted at the NC54 - Morrow Mill Road intersection or at the Fiddlehead Corner primary <br /> entrance to Morrow Mill Road for the first phase. Improvements to these intersections are <br /> warranted at full buildout. <br /> We agree with these conclusions, particularly because we believe that traffic generated by our <br /> households will be measurably less in the AM Peak than the ITE use code for low rise <br /> multi-family dwelling units. <br /> The TIA by Ramey Kemp was submitted to both Orange County and NCDOT for review. <br /> Included in our MPD-CD application are comments from Nishith Trivedi, Transportation Director <br /> TIA Statement 2023.12.29.docx Page 1 of 2 <br />
