At the same time, housing prices are increasing <br /> rapidly, while incomes in seniors decrease as they age and retire. <br /> The applicants would have preferred to locate their planned community for seniors in an <br /> urban setting but were unable to locate suitable land in Orange County districts currently <br /> approved for such projects. <br /> f. 'All other circumstances, factors and reasons' the applicant offers to <br /> justify approval of the request <br /> In a concurrent zoning application, the applicant - Hands Four Development Cooperative <br /> (H4D) - is applying for the rezoning of a 125 acre parcel in Orange County to MPD-CD for the <br /> purpose of locating an intentional community designed primarily to serve seniors who wish to <br /> age in place. For this purpose, H4D has purchased land that lies partially within a Rural <br /> Neighborhood Activity Node (RNAN) and is applying for a FLUM amendment to request that <br /> the entire property be classified RNAN. Furthermore H4D has submitted a 2030 Orange <br /> County Comprehensive Plan text amendment to add a linkage between MPD-CD and RNAN <br /> in the Comprehensive Plan Appendix F. Should that request be approved, the language in the <br /> UDO section concerned with Development Standards for MPD-CD would need to be brought <br /> into agreement with that change, as is requested in this text amendment proposal. <br />
