Sufficient parking spaces are designated on the Master Plan to provide the <br /> capacity for guests to attend events on campus. <br /> Stormwater accommodation has been analyzed according to topography and impervious <br /> surface area. Locations of ponds to hold runoff from major precipitation events have been <br /> identified and sized. <br /> One major and two minor stream corridors are present on the property, running approximately <br /> northwest to southeast. Required stream buffers were designated on the Master Plan for <br /> exclusion of any structures or other prohibited uses in these areas. No wetlands are present <br /> on the property. The property is not located in a flood plain. <br /> H4D will build and operate a community water system to supply all the residences, common <br /> buildings and other needs of the community. Because no municipal water source is available, <br /> community wells will be the water source. The hydrogeological consultants discovered the <br /> presence of diabase dikes on the property. In their experience, diabase dikes are highly <br /> associated with wells yielding 40 gpm or more at depths of 200-400 feet. A US Geological <br /> Survey study of Orange County well yields revealed average well yields in this part of the <br /> county to be 50-75 gpm, adequate for anticipated demand. <br /> The wells will be under the jurisdiction of the Division of Water Resources, North Carolina <br /> Department of Environmental Quality. Three well sites in locations designated by the <br /> hydrogeologists with the setbacks specified by NC DEQ regulations have excellent prospects <br /> for the required yields. Two wells are planned, with a third site in reserve should more <br /> capacity be needed. There will be a central plant for water tanks and pumps, with a <br /> distribution network of mains and branches to supply housing clusters and common buildings. <br /> A commercial operator will be contracted to manage the system. <br /> H4D will build and operate a community wastewater system to service all the residence and <br /> common buildings of the community. This system will consist of STEP (septic tank effluent <br /> pressurized) tanks, a central secondary treatment plant and subsurface effluent discharge <br /> areas. STEP tanks allow settling of solid matter, with dilute discharge liquid that can be <br /> conveyed through small-diameter mains under pressure to follow topography rather than rely <br /> on gravity. Secondary treatment with circulation over a textile medium efficiently creates a <br /> highly purified odorless effluent. <br /> Subsurface discharge is a technique using small-diameter tubing that can be implemented in <br /> forested areas with only the removal of brush and scrub. Areas sufficient for the anticipated <br /> discharge have been reserved for that purpose in the Master Plan. Soils in those areas were <br /> evaluated and found to have sufficient long-term acceptance rates to support the expected <br /> effluent rates. A commercial operator will be contracted to manage the system. <br /> Life and safety planning and design for the community have been discussed with the Orange <br /> County Department of Emergency Services. Buildings that will require sprinklers for fire <br /> suppression have been identified, and provision for sufficient water supply is incorporated into <br /> H4D Narrative, Pg 6 <br />
