He said that the process <br /> to add a landlord is straight forward. He said that they are added as a vendor by the Orange <br /> County Finance Department and have to sign a different rental agreement with the lease, <br /> depending on what service they are offering. He said there is also an inspection involved. <br /> Commissioner Portie-Ascott asked if they want to know the out churn with the landlords. <br /> Blake Rosser said that it would be good to know, but they would need to do so in a way <br /> that is not too irritating for landlords. <br /> Vice-Chair Hamilton asked what the barriers are to 24-hour bathrooms. <br /> Blake Rosser said that willing sites are hard to come by. <br /> Chair Bedford said that in Chapel Hill it costs $200,000 a year to monitor and clean the <br /> 24-hour bathroom that was in the parking garage. She said it is incredibly expensive. <br /> Blake Rosser said it was also becoming a hazard. <br /> Chair Bedford said that the bathroom at the Carrboro Town Commons is open 24 hours. <br /> Vice-Chair Hamilton said she wonders what other towns and counties do. <br /> Commissioner Greene said there is and has been an advocacy effort taking place in <br /> Chapel Hill to try to solve the problem. <br /> Commissioner McKee said that the City of Ann Arbor, Michigan seems to have a good <br /> understanding of the outdoor 24-hour bathrooms.
