3
1 private entities, grantees can align and coordinate community development programs
2 with a range of other plans, programs and resources to achieve greater impact.
3
4 The Consolidated Plan. The Consolidated Plan, which may have a duration of between 3
5 and 5 years, describes the jurisdiction's community development priorities and multiyear
6 goals based on an assessment of housing and community development needs, an
7 analysis of housing and economic market conditions and available resources. Orange
8 County's 2020-2025 Consolidated Plan is attached for example/reference purposes.
9
10 The Annual Action Plan. The Consolidated Plan is carried out through Annual Action
11 Plans, which provide a concise summary of the actions, activities, and the specific
12 federal and non-federal resources that will be used each year to address the priority
13 needs and specific goals identified by the Consolidated Plan.
14
15 Consolidated Annual Performance and Evaluation Report (CAPER). In the CAPER,
16 grantees report on accomplishments and progress toward Consolidated Plan goals in
17 the prior year.
18
19 Orange County is currently in the "Consultation and Citizen Participation" phase of the planning
20 process, which includes at least two (2) public hearings. The first public hearing, being held on
21 December 10, 2024, is a preliminary hearing designed to receive public input on current housing
22 and community development needs before the Plan is drafted. A second public hearing will
23 occur in spring 2025 after a draft of the Plan has been published.
24
25 The eligible activities for CPD block grant programs are:
26
27 • Development of new units
28 • Acquisition of existing units
29 • Preservation/rehabilitation of existing units
30 • Homebuyer assistance
31 • Tenant-Based Rental Assistance
32 • Program Planning and Capacity-Building
33 • Grant administration
34
35 The allocation amounts for each program are variable, but are approximately $400,000
36 annually. In FY 2024, Orange County was allocated $367,000 for its HOME program
37 (representing a decrease from recent levels), while Town of Chapel Hill was allocated $422,000
38 for its CDBG program.
39
40 Applicant (subgrant recipient) eligibility for each program is based on a project that fits one of
41 the above eligible activities plus serving residents at 80%Area Median Income (AMI) and below.
42 The HOME Consortium evaluates all projects and crafts all plans with the goal of affirmatively
43 furthering Fair Housing.
44
45 The past expenditures on HOME activities are as follows:
46
47
