3 <br /> 1 private entities, grantees can align and coordinate community development programs <br /> 2 with a range of other plans, programs and resources to achieve greater impact. <br /> 3 <br /> 4 The Consolidated Plan. The Consolidated Plan, which may have a duration of between 3 <br /> 5 and 5 years, describes the jurisdiction's community development priorities and multiyear <br /> 6 goals based on an assessment of housing and community development needs, an <br /> 7 analysis of housing and economic market conditions and available resources. Orange <br /> 8 County's 2020-2025 Consolidated Plan is attached for example/reference purposes. <br /> 9 <br /> 10 The Annual Action Plan. The Consolidated Plan is carried out through Annual Action <br /> 11 Plans, which provide a concise summary of the actions, activities, and the specific <br /> 12 federal and non-federal resources that will be used each year to address the priority <br /> 13 needs and specific goals identified by the Consolidated Plan. <br /> 14 <br /> 15 Consolidated Annual Performance and Evaluation Report (CAPER). In the CAPER, <br /> 16 grantees report on accomplishments and progress toward Consolidated Plan goals in <br /> 17 the prior year. <br /> 18 <br /> 19 Orange County is currently in the "Consultation and Citizen Participation" phase of the planning <br /> 20 process, which includes at least two (2) public hearings. The first public hearing, being held on <br /> 21 December 10, 2024, is a preliminary hearing designed to receive public input on current housing <br /> 22 and community development needs before the Plan is drafted. A second public hearing will <br /> 23 occur in spring 2025 after a draft of the Plan has been published. <br /> 24 <br /> 25 The eligible activities for CPD block grant programs are: <br /> 26 <br /> 27 • Development of new units <br /> 28 • Acquisition of existing units <br /> 29 • Preservation/rehabilitation of existing units <br /> 30 • Homebuyer assistance <br /> 31 • Tenant-Based Rental Assistance <br /> 32 • Program Planning and Capacity-Building <br /> 33 • Grant administration <br /> 34 <br /> 35 The allocation amounts for each program are variable, but are approximately $400,000 <br /> 36 annually. In FY 2024, Orange County was allocated $367,000 for its HOME program <br /> 37 (representing a decrease from recent levels), while Town of Chapel Hill was allocated $422,000 <br /> 38 for its CDBG program. <br /> 39 <br /> 40 Applicant (subgrant recipient) eligibility for each program is based on a project that fits one of <br /> 41 the above eligible activities plus serving residents at 80%Area Median Income (AMI) and below. <br /> 42 The HOME Consortium evaluates all projects and crafts all plans with the goal of affirmatively <br /> 43 furthering Fair Housing. <br /> 44 <br /> 45 The past expenditures on HOME activities are as follows: <br /> 46 <br /> 47 <br />
