2 <br /> 1 Commissioner McKee arrived at 7:05 p.m. <br /> 2 <br /> 3 Commissioner Greene said she attended the Hillsborough Holiday Parade. She said she <br /> 4 attended the Central Pines meeting to celebrate the end of the year and recognize employees <br /> 5 that have worked so hard throughout the year. <br /> 6 Commissioner Fowler said she attended an all-day DCHC-CAMP combined meeting on <br /> 7 rail. She said she learned about the differences between commuter and passenger rail. She <br /> 8 said they are governed by two different agencies with different rules and different funding <br /> 9 sources. She said the DCHC is focusing on passenger rail as a means to pursue a basic spine <br /> 10 that could be used for commuter rail in the future. <br /> 11 Chair Bedford wished everyone happy holidays and thanked Orange County staff. She <br /> 12 said that Eric Hallman and Sue Ellsworth, with the Piedmont Food Processing Center, were <br /> 13 honored with the Golden Whisk award. <br /> 14 Vice-Chair Hamilton wished everyone happy holidays. She said that she is on the board <br /> 15 of Alliance Health, and they met on December 5t". She said there is a reorganization of the <br /> 16 Consumer and Family Advisory Council. She said that the Board voted to approve the changes <br /> 17 that were recommended. She said it will now have representation from all counties and with <br /> 18 these changes, there will be additional subcommittees created for the counties. She said they <br /> 19 will need more volunteers for these subcommittees. She said there are six Orange County <br /> 20 residents that are represented on the CFACT committee. She said she thinks they will need to <br /> 21 monitor the change and see if it is working. <br /> 22 Commissioner McKee recognized staff for all of the work they have done in 2024 and <br /> 23 wished everyone happy holidays. <br /> 24 Commissioner Carter wished everyone happy holidays. Public Hearing for 2025-2029 Consolidated Plan for Housing and Community <br /> 33 Development Needs <br /> 34 The Board held a public hearing to receive preliminary comments from the public on current <br /> 35 housing and community development needs in Orange County. <br /> 36 <br /> 37 BACKGROUND: The Consolidated Plan is designed to help states and local jurisdictions <br /> 38 assess their affordable housing and community development needs and market conditions, and <br /> 39 to make data-driven, place-based investment decisions. The consolidated planning process <br /> 40 serves as the framework for a community-wide dialogue to identify housing and community <br /> 41 development priorities that align and focus funding from the US Department of Housing and <br /> 42 Urban Development's Community Planning and Development (CPD) formula block grant <br /> 43 programs. For the Orange County HOME Consortium, those programs are the Community <br /> 44 Development Block Grant (CDBG) Program, operated by Town of Chapel Hill, and the HOME <br /> 45 Investment Partnerships (HOME) Program, operated by Orange County's Housing Department. <br /> 46 The steps are as follows: <br /> 47 <br /> 48 Consultation and Citizen Participation.
