Parcel Record Card Angel Barnes, Capital Projects Manager, <br /> 919-245-2628 <br /> Martha Bordogna, County Attorney, 919- <br /> 245-2387 <br /> PURPOSE: To: <br /> 1) Approve a Memorandum of Understanding (MOU) for the Orange County Emergency <br /> Services and Town of Chapel Hill co-location facility potential development of property <br /> located at Legion Road and Formosa Lane, Chapel Hill; <br /> 2) Authorize the County Manager to execute the MOU, subject to final review by the County <br /> Attorney, and any subsequent amendments on behalf of the Board; and <br /> 3) Authorize the County Manager to execute the Professional Services Contract once a firm <br /> has been selected jointly by the parties, subject to final review by the County Attorney, and <br /> any subsequent amendments on behalf of the Board. <br /> BACKGROUND: The Town of Chapel Hill Fire Department and Orange County Emergency <br /> Services both identified the need to expand services to better serve southern Orange County and <br /> the Town following continued growth. Through the Emergency Medical Services (EMS) System <br /> Analysis completed in 2022, Orange County Emergency Services identified the Legion Road area <br /> in Chapel Hill as an ideal location to meet both the geographic and system demand needs of the <br /> growing EMS system. The Town of Chapel Hill currently owns a parcel of land at the intersection <br /> of Legion Road and Formosa Lane in Chapel Hill. Both parties desire to further assess the <br /> feasibility of this parcel for development of a joint Fire and EMS station. This joint station would <br /> tentatively house a Chapel Hill Fire Department engine company and an Orange County <br /> Emergency Services' EMS ambulance. <br /> This agreement is for professional services to assess the property for development and to initiate <br /> initial design services, if feasible. The Town will lead the Request for Qualifications process with <br /> both the Town and County being parties to the contract. If approved, Orange County will serve as <br />
