2 <br /> The temporary Memorandum of Understanding uses the existing Partner Cost Allocation ratios to <br /> split the facility's operating costs. The County will be responsible for paying for the utilities <br /> (electricity, natural gas, water) and contracted custodial services and then seek reimbursement <br /> from Carrboro for its share of those costs —44.52%. Carrboro will be responsible for the facility's <br /> maintenance, a decision based on the proximity of Carrboro's maintenance staff to the facility, <br /> and then seek reimbursement from Orange County for its share of the costs — 55.48%. <br /> The County's portion of the facilities' estimated operating costs, $146,301, was previously <br /> included in the approved FY 2024-25 Operating budget. <br /> FINANCIAL IMPACT: The total costs for operating the facility for utilities, maintenance, and <br /> custodial services for FY 2024-25 were estimated at $146,301 and included in the approved FY <br /> 2024-25 AMS operating budget. Operating costs for the Southern Branch Library located at the <br /> Drakeford Library Complex and the Department of Social Services' Skills Development Center <br /> were covered in those operating budgets. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 6: DIVERSE AND VIBRANT ECONOMY <br /> OBJECTIVE 1. Provide family-oriented and inclusive programming or other cultural events <br /> for residents and visitors. <br /> RECOMMENDATION(S): The Manager recommends that the Board ratify the temporary <br /> Memorandum of Understanding between Orange County and the Town of Carrboro to operate <br /> the Drakeford Library Complex. <br />
