1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: January 21, 2025 <br /> Action Agenda <br /> Item No. 8-1 <br /> SUBJECT: Temporary Memorandum of Understanding with the Town of Carrboro for the <br /> Operation of the Drakeford Library Complex <br /> DEPARTMENT: Asset Management Services <br /> (AMS) <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Temporary MOU Alan Dorman, Asset Management <br /> Director, 919-245-2627 <br /> PURPOSE: To ratify the temporary Memorandum of Understanding (MOU) between Orange <br /> County and the Town of Carrboro for the Operation of the Drakeford Library Complex. <br /> BACKGROUND: In 2017, Orange County and the Town of Carrboro entered into a development <br /> agreement to jointly design and construct a facility that would house administrative offices for the <br /> Town of Carrboro and the Orange County Southern Branch Library, now named the Drakeford <br /> Library Complex. The 51,884 square foot facility is currently under construction and is expected <br /> to open this winter. The facility will be occupied by several Orange County Departments and <br /> affiliated agencies, including the Library, the Skills Development Center, Durham Technical <br /> Community College, and the Town of Carrboro's Recreation and Parks Department. <br /> An amended development agreement, approved at the Board of Commissioners` Business <br /> meeting on April 26, 2022, updated the Partner Cost Allocation ratios for the facility's construction <br /> to 55.48% for the County and 44.52% for Carrboro. The agreement also specified that, after the <br /> building's completion, both governing boards would approve a Condominium Agreement and <br /> Memorandum of Understanding. <br /> The Condominium Agreement cannot be finalized until after the facility's construction, as it <br /> requires a verified floor plan based on the exact measurements of all rooms in the facility. The <br /> Condominium Agreement and Memorandum of Understanding will be completed in early spring <br /> and presented to both governing boards for their approval. <br /> However, to ensure that the building was insured by occupancy, the County Manager and <br /> Carrboro's Town Manager signed a temporary Memorandum of Understanding on December 20, <br /> 2024, intending that the Board ratify the MOU at its January 21, 2025, Business meeting. <br />
