ORANGE COUNTY GOVERNMENT <br />TRANSPORTATION SERVICES DEPARTMENT <br /> <br /> <br /> <br />Revised: November 24, 2024 <br />Multimodal Impact Assessment (MIA) <br /> <br />This research paper is Orange County Transportation Services (OCTS) Director's request for a <br />Multimodal Assessment (MMA) report, prepared in accordance with the County’s Development <br />Review Process (Attachment 1). Commonly referred to as a DAC Transportation Report, this <br />document serves as the Transportation Director’s recommendation for enhancing the <br />transportation component of the review process. It aligns with best practices for Transportation <br />Impact Assessments (TIA) and Environmental Impact Assessments (EIA). <br /> <br />The report emphasizes the implementation of key County plans, policies, and programs, with <br />the objective of improving multimodal transportation planning and integration.: <br />• Complete Street and Vision Zero Policy <br />• Transportation Multimodal Plan <br />• Unified Development Ordinance <br />• Safe Routes to School and Transit Plan(s) <br />• Orange County Transportation Priorities <br />• County’s Non-State Transportation Improvement Projects <br /> <br />Mission Statement: <br />Orange County is a visionary leader in providing governmental services valued by our <br />community, beyond those required by law, in an equitable, sustainable, innovative, and efficient <br />way. <br /> <br />Research Summary: <br />In an effort to implement the County’s Strategic Plan for 2025-2029 and the other programs <br />listed above, OCTS was successful in helping the County obtain a sidewalk maintenance <br />agreement and a municipal agreement with North Carolina Department of Transportation. This <br />helped secure federal and regional funding for professional planning and engineering projects, <br />for two major areas of the County. Now, OCTS aims to establish a resource to help achieve the <br />County’s mission, especially as it relates to multimodal travel. <br /> <br />The Multimodal Impact Assessment (MIA) has become a common practice in many places <br />across the county and has become a best practice for managing the various transportation <br />related impacts that developing properties impose on residents and businesses The MIA is the <br />result of extensive research into nationwide best practices, local regulations, and procedures, <br />and has been reviewed by the County’s Legal and Planning Department. It now seeks the <br />assistance of the County’s Transportation Advisory Services and the Orange Unified <br />Transportation Board. This report provides a brief explanation of the MIA, particularly its <br />implementation through the Development Review Committee (DAC) process, with a specific <br />focus on the Department’s DAC memo. <br /> <br />Fees collected from the MIA will be utilized to execute three guiding principles of the County’s <br />Strategic Plan: Stewardship and Advocacy, Social Justice and Climate Action, and <br />Sustainability.
