It may also be used <br />for other purposes that promote non-vehicular use, examples such as: <br /> <br />• Update and Implementation of OCTS Public Involvement Plan to promote non-highway use <br />• Generate induce demand for non-highway use through County investment <br />• Implementation of County Safe Routes to Schools and other locally approved plans <br />• Establish and implement Reimbursement Agreements (link), Development Agreements <br />(link), Sidewalk Maintenance and Municipal Agreements (Attachment 1 and 2) and other <br />regulatory practices including and not limited to: <br />o County Budget and Ordinances <br />o County Asset Management Services policies and procedures <br /> <br />The MIA fee would be collected by the Planning Department as part of the Development Review <br />process which occurs twice monthly. Periodical – quarterly or annually - the funds would go into <br />the County’s Non-Departmental Capital Improvement Program so that multimodal facilities <br />across the county could be maintained and enhanced. <br /> <br />Charlotte one of the first local governments to implement MA in North Carolina and they <br />accomplished this through their development review process (link). OCTS seeks to do the same <br />in honoring the County Strategic Plan’s Mission Statement. Going forward, all future applicants <br />seeking development review will receive a thorough multimodal report of their MIA.
