ORANGE COUNTY GOVERNMENT
TRANSPORTATION SERVICES DEPARTMENT

Revised: November 24, 2024

Multimodal Impact Assessment (MIA)
As part of the County’s annual budget process, each County Department is given the opportunity
to establish or update any fees required of properties that go through the County’s development
review process, and in accordance with the Unified Development Ordinance. OCTS is seeking
to establish its first transportation fee (e.g. MIA). This initiative stems primarily from the
department’s role in the Development Review Committee (DAC), where it provides the Planning
Department with comprehensive assessment on the proposed development on the County’s
multimodal transportation network, and it applies to all development applications. OCTS has
recently updated its DAC memo with data, analytics, performance measures, targets, and other
evidence-based MIA.

The MIA is composed of 3 parts, each part annotated with minimum criteria:

• Site Review - $100
• Residential & Non-Residential - $200 + $200/acre
• Assessment (e.g. Bike, Ped, Transit, Auto)
o < 80 Du/800 Trips = $200
o > 80 Du/800 Trips = $400 (NCDOT and OC Check List)

Example: = $100 site review + $200 Residential + $300 (1.5 acres) + $200 (<80 Du)
= $800

Site Review:
• Site visit – street pictures, aerials, historic information, facilities, environment, etc.
• Data – functional class, AADT, crashes, TAZ, ROW, Center Line, LOS, Trip Gen, etc.
• Plan(s) – CTP, MTP, TRM, SRTS, SRTP, Bike/Ped, Transit, Freight, etc.

Residential & Non-Residential – minimum:
• Performance Measures – Increased bike/ped/transit access, reduced/shared access
• Goals and Objectives – How development helps meet local, regional and state plans
• Safety – Operational improvements, infrastructure addition, etc.

Assessment - minimum
• Safety – Crash types, speeding, citations, AASHTO, etc.
• Access & Equity – Vehicle type, mode, last mile/first mile, % vehicle vs other, etc.
• Economy – access to opportunities, jobs, etc.
• Multimodal Assessment – Charlotte, NC model

Multimodal Infrastructure Maintenance Program (MIMP):
Periodically, funds collected through the MIA would go into a single non-departmental Capital
Improvement Program Fund called Multimodal Infrastructure Maintenance Program (MIMP). It
will be used for the implementation of County’s adopted transportation plans and maintenance
of multimodal facilities like sidewalks, bike lanes, greenways, trails, transit access, and other
