<br />Multimodal Impact Assessment (MIA)
<br />As part of the County’s annual budget process, each County Department is given the opportunity
<br />to establish or update any fees required of properties that go through the County’s development
<br />review process, and in accordance with the Unified Development Ordinance. OCTS is seeking
<br />to establish its first transportation fee (e.g. MIA). This initiative stems primarily from the
<br />department’s role in the Development Review Committee (DAC), where it provides the Planning
<br />Department with comprehensive assessment on the proposed development on the County’s
<br />multimodal transportation network, and it applies to all development applications. OCTS has
<br />recently updated its DAC memo with data, analytics, performance measures, targets, and other
<br />evidence-based MIA.

<br />The MIA is composed of 3 parts, each part annotated with minimum criteria:
<br />
<br />• Site Review - $100
<br />• Residential & Non-Residential - $200 + $200/acre
<br />• Assessment (e.g. Bike, Ped, Transit, Auto)
<br />o < 80 Du/800 Trips = $200
<br />o > 80 Du/800 Trips = $400 (NCDOT and OC Check List)
<br />
<br />Example: = $100 site review + $200 Residential + $300 (1.5 acres) + $200 (<80 Du)
<br /> = $800
<br />
<br />Site Review:
<br />• Site visit – street pictures, aerials, historic information, facilities, environment, etc.
<br />• Data – functional class, AADT, crashes, TAZ, ROW, Center Line, LOS, Trip Gen, etc.
<br />• Plan(s) – CTP, MTP, TRM, SRTS, SRTP, Bike/Ped, Transit, Freight, etc.

<br />Residential & Non-Residential – minimum:
<br />• Performance Measures – Increased bike/ped/transit access, reduced/shared access
<br />• Goals and Objectives – How development helps meet local, regional and state plans
<br />• Safety – Operational improvements, infrastructure addition, etc.
<br />
<br />Assessment - minimum
<br />• Safety – Crash types, speeding, citations, AASHTO, etc.
<br />• Access & Equity – Vehicle type, mode, last mile/first mile, % vehicle vs other, etc.
<br />• Economy – access to opportunities, jobs, etc.
<br />• Multimodal Assessment – Charlotte, NC model

<br />Multimodal Infrastructure Maintenance Program (MIMP):
<br />Periodically, funds collected through the MIA would go into a single non-departmental Capital
<br />Improvement Program Fund called Multimodal Infrastructure Maintenance Program (MIMP). It
<br />will be used for the implementation of County’s adopted transportation plans and maintenance
<br />of multimodal facilities like sidewalks, bike lanes, greenways, trails, transit access, and other
