The first workshop would be a Vision and Launch <br />to the effort, the second a review of the proposed trail system to <br />collect feedback, and a third workshop would be a presentation <br />to solicit support. Our fee and scope include one (1). The <br />additional workshops are covered in our proposed additional <br />services. We also recommend that Orange County host a <br />webpage on the county website for the project. <br />Task 2: Project Steering Committee & Reporting <br />(4 times during the project) <br />Scope: <br />The team will establish and lead regular meetings with the <br />Project Steering Committee to review and get feedback on <br />project deliverables and to get support with coordination with <br />other County departments. We anticipate meeting three (3) <br />times with the Project Steering Committee and one (1) meeting <br />with the Orange County Board of County Commissioners to <br />present the draft Trails master plan. <br />Deliverables: <br />• Agendas and presentations for three (3) meetings with the <br />Project Steering Committee <br />• Presentation for one (1) meeting with the Orange County <br />Board of County Commissioners <br />We recommend additional meetings monthly if the project <br />extends beyond the proposed schedule of five (5) months. The <br />team proposes a fee of $3,000 for each additional meeting <br />beyond the total number identified in Task 2. <br />Task 3: GIS Mapping and Analysis (1 month) <br />Scope: <br />The team will review all the provided GIS information and <br />perform a mapping analysis that will form the basis for <br />recommendations for developing connections, improving existing <br />trails, and establishing new trail corridors and connections. The <br />team will consider the current and planned future parks and open <br />space plans and projects looking for connectivity opportunities. <br />The team will consider existing conditions, existing trail networks, <br />current and future land use, and provide a composite map <br />showing potential trail corridors. <br />Deliverables: <br />• GIS mapping product with prioritized trails <br />• Develop a criteria for evaluation of trail routes <br />Task 4: Priority Trail Corridors – Site Assessment and Cost <br />Estimate (2 months) <br />Scope: <br />The team will perform Site Visits at potential trail corridors to <br />assess the opportunities and challenges associated with the <br />most likely trail connections and corridors for connecting areas <br />of Orange County through a trail system. The team will perform <br />these visits over the course of one week and will limit the total <br />number of visits based on the number that can be completed <br />during normal working hours. The team will identify potential <br />land acquisition and right-of-way needs for the corridors <br />identified. The team will also provide a cost estimate limited to <br />the general information collected. <br />Deliverables: <br />• Documentation of site visits with photographs and written <br />narratives of conditions to be included in the Trails Master Plan <br />report <br />• Assessment of feasibility <br />• Gensler cost estimate limited to ROM <br />• Identification of opportunities and challenges to trail <br />implementation <br />We recommend additional efforts for future scope to include <br />identifying grant sources. <br />Task 5: Orange County Trails Plan (2 months) <br />Scope: <br />The team will synthesize all the collected information and make <br />recommendations for trail development and connections in a <br />composite GIS map and report. These initial recommendations <br />will be documented in a report and reviewed with the Project <br />Steering Committee for alignment with the goals and vision <br />collected through public engagement and direction from <br />Department of Environment, Agriculture, Parks, and Recreation <br />for Orange County. <br />Deliverables: <br />• Draft Trails Master Plan with introduction, overview of existing <br />conditions and current trail systems, recommendations for a <br />trail system, and an implementation strategy <br />• Report outlining process, vision, goals, and recommendations <br />for implementation <br />We recommend additional public engagement and alignment <br />with BOCC feedback be finalized into a Final Trails Master Plan <br />over one additional month of work, extending the schedule from <br />five (5) months to six (6) months.Eager Park, Community Engagement <br />Gensler and their consultants (the team) will work alongside <br />the Department of Environment, Agriculture, Parks, and <br />Recreation for Orange County, North Carolina to develop <br />a Trails Plan. By engaging the public and working with the <br />Project Steering Committee, the team will produce a user- <br />friendly, graphically pleasing document, that reflects the <br />vison and goals collected through this process. The Map will <br />contain a future trails map, and locations of trail creation as <br />well as connectivity recommendations that reflect the long- <br />range vision for the County. <br />We believe that the best projects are the result of collaboration <br />and co-creation with a wide variety of affected stakeholders. We <br />recognize the value of building on previous County outreach <br />efforts especially in the areas of climate, strategic planning, <br />housing, transportation, and land use. Our public engagement <br />lab and our process is grounded in social equity. <br />Through our process, our team will develop a community- <br />supported plan that can be successfully implemented through <br />the County’s various environmental, recreational, financial, and <br />other plans and programmatic strategies and operations. <br />Task 1: Community Outreach & Public Engagement <br />(concurrent with Trails Master Plan schedule) <br />Scope: <br />The team will begin the project with a kickoff meeting to review <br />the scope, schedule, and begin planning the public engagement <br />effort. The team will research and review the Orange County <br />previously collected public engagement response data and <br />develop a public engagement strategy. The public engagement <br />should be concurrent with the development of the master <br />plan and offer multiple opportunities for public feedback.
