Explanation of Services to be provided and to whom: <br />Through the Emergency Assistance and Samaritan Relief Ministry programs, the <br />Contractor will assist eligible individuals with rent and related costs as well as Town of <br />Hillsborough water bills and related costs. The County will reimburse the Contractor up <br />to $4,250 per month, unless prior approval by County, for a total of $51,000 for the <br />contract period for rent/related costs and/or Town of Hillsborough, City of Mebane, <br />and/or Orange-Alamance Water Systems water bills/related costs. <br />To be eligible for assistance clients must: be residents of Orange County, have <br />income at or below 200% of the Federal Poverty Level, and be experiencing a financial <br />crisis. Payments for the Emergency Assistance program is limited to $200 per household <br />within a 12-month period. The County will reimburse the Contractor up to $11,000 for <br />the contract period to purchase food to help stock the pantry. <br />Through the Samaritan Relief Ministry food pantry, the contractor will provide a <br />week of groceries, once per month, to households referred to the pantry. <br />The County will also reimburse the Contractor for staff costs (including salary, <br />FICA, and fringe) for administering the Emergency Assistance and Samaritan Relief <br />Ministry programs up to $44,982.50 for the contract period. <br /> <br />C. Funding reimbursement limits by category: <br /> <br />Rent and water bills $51,000 ($4,250/month) <br />Samaritan Relief Ministry food pantry $11,000 <br />Staff costs (salary, FICA, fringe) $44,982.50 (3,748.54/month) <br /> <br />D. Number of units to be provided: N/A <br /> <br />E. Details of Billing process and Time Frames: <br />One fourth of the contract amount ($12,750 for rent and water bills and $11,245.63 for <br />staff costs) for Emergency Assistance and Samaritan Relief Ministry programs described <br />in this contract will be paid upon receipt of the completed contract.
