ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 5, 2005 <br />Action Agenda <br />Item No. ~-a <br />SUBJECT: North Carolina Community Transportation Program (CTP) Administrative and <br />Capital Grant Application for FY2006/2007 <br />DEPARTMENT: Aging/OPT PUBLIC HEARING: (Y/N) Yes <br />ATTACHMENT(S): <br />Community Transportation Program <br />Resolution <br />Public Hearing Notice <br />Proposed Administrative and Capital <br />Budget Summaries <br />INFORMATION CONTACT: <br />.)erry Passmore, 245-2009 <br />AI Terry, 245-2002 <br />PURPOSE: To conduct a public hearing on the FY2006/2007 North Carolina Community <br />Transportation Program (CTP) grant application by Orange Public Transportation and approve <br />the grant application including adoption of a resolution authorizing an agreement with the North <br />Carolina Department of Transportation for all necessary assurances. <br />BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) Public <br />Transportation Division accepts grant applications for administrative and capital needs for <br />county operated community transportation programs. Orange Public Transportation (OPT) is <br />eligible to make application for both administrative and capital funding. The FY 2005/2006 <br />(current year) approved application includes administrative funding in the amount of $219,293 <br />and capital funding in the amount of $45,000 for a total grant application of $264,293. <br />The total requested for FY 2006/2007 is $180,615 for administration ($153,522 State; $27,093; <br />Local Match) and $280,141 for capital ($252,126 State; $28,015 Local Match), The total local <br />match, to include administrative fiands, bus stop signs, vehicle lettering, network server, and <br />three Compressed Natural Gas vehicles and one lift equipped van is $55,108, The <br />FY2006/2007 application differs from the FY05 application because miscellaneous costs in <br />administration; i,e„ training, have decreased, and capital has increased because OPT is eligible <br />to acquire new service vehicles under NDCOT replacement criteria, <br />The new vehicles consist of three lift-equipped mini-buses and one lift-equipped van (same <br />body style of the replacement vehicles). The three mini-buses recommended for purchase off <br />the NCDOT contract will came equipped for Compressed Natural Gas (CNG) and are estimated <br />to cost $77,350, or an additional $6,450 per vehicle. The increase in the local match due to <br />CNG is $2,150 per vehicle. A CNG van is not available under the current NCDOT contract, but <br />future purchase options should include alternative fuels capability. <br />
