Orange County, North Carolina <br />VHF Paging System Upgrades <br />July 19, 2024 <br />Use or disclosure of this proposal is subject <br />to the restrictions on the cover page. <br />Motorola Solutions Confidential Restricted System Description 2-1 <br /> <br />SECTION 2 <br />SYSTEM DESCRIPTION <br /> <br />GENERAL DESCRIPTION <br />Motorola is proposing a communications solution for Orange County, North Carolina that will <br />replace the current paging system equipment that is at End of Life. The proposed system consists of a <br />two site, single channel analog simulcast VHF paging system. Orange County will consolidate Fire <br />and EMS paging operation to use one frequency as opposed to the current operational plan that uses <br />separate discreet frequencies to alert Fire and EMS pagers. The replacement system will utilize the <br />Motorola GRV series comparators and GTR8000 RF station based VHF Ethernet Link analog <br />simulcast paging system platform. Motorola has developed a comprehensive system design plan <br />based on Orange County’s needs. The plan accounts for how RF Sites, Consoles and Core <br />Infrastructure will be integrated into the new Ethernet Link simulcast paging system. The Motorola <br />equipment proposed is compliant with FCC narrow band requirements for equipment utilizing VHF <br />frequencies. <br />The current system design provided in this proposal is considered to be phase one of what will <br />ultimately become a county wide simulcast cell. The county wide system will require additional sites <br />to complete the desired level of RF coverage throughout Orange County. No coverage guarantees or <br />coverage testing acceptance test plans (CATP) are provided in this proposal <br />Motorola understands that Orange County desires that the State of NC VIPER Microwave Radio <br />Network be utilized for system Ethernet IP connectivity. At this time it has not been confirmed <br />that the Viper Microwave Network is capable of supporting the connectivity required by the <br />proposed system. No Microwave Radio equipment or alternate means of transport is provided <br />with this proposal. Should Viper be unable to support Orange County’s request for transport <br />services, Orange County shall be required to obtain an alternate means for Ethernet IP <br />connectivity between all sites. <br /> <br /> <br />Motorola’s proposed two site simulcast solution will provide dispatch services to Minitor V two-tone <br />pagers utilized in Orange County. Sites anticipated for use are: <br />• Orange Primary Dispatch facility <br />• Paging VHF RF sites are listed below <br />− ENO MOUNTAIN REM#001 <br />− CHATHAM MOUNTAIN REM#002 <br /> <br />System performance for phase one is based upon use of the proposed equipment and proposed site <br />design. The system design and coverage performance also require that all proposed sites, antenna <br />system designs, antenna heights, ERP values and frequencies are licensable at all sites. Should this <br />not be the case the system design will require revision and additional costs may be incurred by <br />Orange County. Motorola understands that Orange County desires that the State of NC VIPER <br />Microwave Radio Network be utilized for system connectivity.
