Visser, Assistant County Manager; Lari Taft, Recreation & Parks Direator; Pam Jones, Purchasing <br />Director; Geof Gledhill, County Attorney; Craig Benedict, Planning Director; Dave Stancil, ERCD <br />Director; Paul Thames, Caunty Engineer; and Dianne Reid, Economic Development Direator, A <br />subgroup consisting of Lori Taft, Craig Benedict, Paul Thames and Pam Jones interviewed the <br />CRZ design team and their subaansultants to confirm the acceptability of their credentials far this <br />project. Based on the interview and extensive positive experience with CRZ on other County and <br />school projects over the past fifteen years, staff believe that CRZ and other members of their <br />design team have exhibited their ability to design athletic fields of this nature. In addition, CRZ can <br />coordinate soccer park design and development with the school site design and construction <br />activities to ensure a master planned project with savings possible in the areas of earthwork, <br />parking, access, road improvements, lighting, irrigation, electric, etc. Other joint use opportunities <br />such as the gymnasium, locker rooms, and bathrooms of the school may be passible in the short <br />term and adjunct as part of the long term park program, <br />Based an a scope of work produced by County staff, CRZ submitted a design fee of $119,000 for <br />the project. The scope of work and proposal letter are attached, Staff, in collaboration with the <br />County Attorney and CRZ, will prepare a contract incorporating the scope of work far signature by <br />the Ghair, <br />NCGS § 143-64,32 permits elected bodies, in the sole discretion of the governing body and stating <br />the reasons and circumstances attendant thereto, to exempt projects from the qualifications-based <br />selection process of the design firm where the design fees exceed $30,000. Because of the <br />synergies between the two projects and the extraordinary coordination opportunities that exist by <br />retaining the same designer for both projects, staff recommends that the Board exercise this <br />statutorily permitted exemption for this project, <br />CRTs contract would run concurrently with the school site construction, which is anticipated in late <br />summer, after final planning process approvals that are anticipated in late June 2004. The BOCG <br />would review draft plans as the owner of the soccer park property. <br />FINANCIAL IMPACT: Funding would come from 2001 general obligation bond funds for the <br />"Satter Superfund" that will be included in the bond sale that is scheduled for later in 2004. <br />RECOMMENDATION(S): The Manager recommends that the Board: 1) exempt this project from <br />qualification-based selection process as allowed by GS 143-64,32 for the reasons cited above; 2) <br />authorize the preparation of an appropriate agreement with CRZ, contingent upon staff and <br />Attorney review; and 3)authorize the Chair to sign the agreement an behalf of the Board. <br />2 <br />
