a <br />identified on the MTP may include those related to fire stations, voluntary <br />agricultural districts, public and private utility authorities, State or County <br />owned properties, privately owned properties, etc. <br />As with any other proposed telecommunications tower facility, an <br />application to site a tower facility on Pre-identified Property on the MTP <br />may be approved only upon the issuance of a Special Use Permit and after <br />meeting all other Orange County Zoning Ordinance requirements. <br />Provided the initial MTP plan is adopted, the County will consider additions <br />or modifications to the MTP annually at the February Public Hearing each <br />year. Applications to add to, withdraw from or otherwise modify the MTP <br />shall be filed with the Zoning Officer prior to December 15th of each year. <br />Purpose: Ta identify properties within the County where telecommunications <br />providers are encouraged to research prior to submittal of an application to site a <br />wireless telecommunications facility. The MTP will help identify potential <br />locations for collocated telecommunications facilities including locations that <br />serve or may be required to serve the public safety telecommunications network. <br />2. Land Clearing Waste Facility (LCWF) <br />This proposed zoning ordinance amendment will create a new definition in <br />the ordinance entitled `Land Clearing Waste Facility' to allow the creation <br />of an LCWF of less than 2 acres in size. An LCWF will be able to accept <br />only land clearing debris such as stumps, roots, topsoil, yard waste debris, <br />limbs, etc. An LCWF will not be allowed to accept inert debris such as <br />bricks, asphalt, and concrete products. The Table of Permitted Uses will be <br />amended to allow a LCWF as a permitted use by right in the AR, AS and RB <br />zoning districts. Section 6 will be amended to create a new section <br />establishing the use conditions upon approval of a LCWF. <br />Purpose: To create, on well buffered, strictly monitored sites, a workable, zoning <br />alternative to landfilling or burning of land clearing waste debris (stumps, topsoil, <br />limbs, yard waste debris, limbs, rocks, etc). This option will help lower the <br />hauling costs, provide alternatives to illegal dumping, and permit consolidation of <br />land clearing debris an sites that will allow far economies of scale to recycle into <br />mulch or create compost. <br />Changes may be made in the advertised proposals that reflect debate, objections <br />and discussion at the hearing. <br />Accommodations for individuals with physical disabilities can be provided if the <br />request is made to the Director of Planning at least 48 hours prior to the Public <br />Hearing by calling the appropriate number listed below.
