Bicycle Plan <br />Bike lanes should be provided from the roadways and should connect existing <br />facilities. <br />Suggestion: <br />• The County encourages the provision of bicycle racks at Park-and-Ride <br />facilities as well as on site near the DTCC campus, <br />5. Public Transit <br />Providing transit stops encourage the use of Park-and-Ride facilities as well as <br />making facilities more accessible to persons without a vehicle, <br />Suggestion.° See separate documentation on this issued due to the complexity <br />of the Congestion Mitigation and Air Quality (CMAQ) grant. <br />6. Internal Traffic Capture <br />Roadways that provide internal connections on a site to minimize traffic from <br />entering the major roadway system to access a different part of the site. <br />Suggestion: <br />• A stub-out has been provided to the mixed use project to the south, <br />• A stub-out could also be made to the CCRC (Parcel 17, Continuous Care <br />Retirement Center) to the east when later DTCC buildings are considered, <br />7, Reduced Parking <br />Reducing the parking provides a more pedestrian friendly environment, <br />encourages alternate transportation methods, and reduces run-off and solar <br />insolation. <br />Suggestion: <br />• DTCC proposes to construct approximately 200 parking spaces in the first <br />Phase of the campus, Officials expect to initially serve approximately <br />2,000 students (800 during daytime hours and 1,200 in the evening), <br />This project is going through the development approval process for an SUP <br />(Special lJse Permit). As such, there are no absolute requirements <br />regarding parking. For informational purposes, the Town of Hillsborough <br />parking requirements for "Schoels: Vocational" require 1 space per staff <br />member plus 1 space per 2 students. Hillsborough does not have a parking <br />standard far a "college."
