Staff Comment: This project proposes a use and development pattern that is consistent <br />with the surrounding areas rural landscape. (Attachment 2 – Application Package – Exhibit <br />B) <br />Chapter 5 – Land Use Element, Section 5.6 Goals <br />There are several land use goals in the adopted 2030 Comprehensive Plan of relevance to Camps <br />(Use # 32) including: <br />Land Use Goal 1: Fiscally and environmentally responsible, sustainable growth, consistent with the <br />provision of adequate services and facilities and a high quality of life. <br />Land Use Goal 2: Land uses that are appropriate to on-site environmental conditions and features, and <br />that protect natural resources, cultural resources, and community character. <br />Land Use Goal 3: A variety of land uses that are coordinated within a program and pattern that limits <br />sprawl, preserves community and rural character, minimizes land use conflicts, supported by an <br />efficient and balanced transportation system. <br />Land Use Goal 6: A land use planning process that is transparent, fair, open, efficient, and responsive. <br />Staff Comment: The location and character of the uses, developed according to the plan <br />submitted, will be consistent with the rural land uses of the area in which it is to be located, <br />and are a permanent realization of what has been, to date, a temporary, seasonal use that <br />has been in harmony with the surrounding area. By its character, the use supports access <br />to a natural asset and the greater natural environment and offers an educational <br />opportunity to the area youth without disrupting or requiring the development of <br />undeveloped property. The special use is consistent with the historic use and character of <br />the property, as well as the larger local land use patterns and character. The use is <br />anticipated to continue to create seasonal jobs, but the construction of permanent <br />structures may allow for the camp use and educational opportunities year-round. The <br />uses, as proposed and limited by the application and site plan, are consistent with the <br />2030 Comprehensive Plan’s stated goals for the physical development of the County, as <br />embodied in, or portion thereof, Land Use Goals 1, 2, 3, and 6. <br />95
