The site <br />contains floodplain along its southern and eastern property lines. The property is located within Stoney <br />Creek Basin Zoning Overlay District and is traversed by Stony Creek. A portion of the property is held in <br />conservation easement held by the State of North Carolina, North Carolina Clean Water Management Trust <br />Fund. <br />Public Water and Sewer <br />Private well and septic systems are used in this area. The Water and Sewer Management, Planning, and <br />Boundary Agreement (“WASMPBA”) does not designate this area as a Primary Service Area for water and <br />sewer services. <br />Proposed Project <br />Project Narrative <br />Per the applicant’s description: Schoolhouse of Wonder has been operating on Triangle Land Conservancy <br />property since 2018 under a previous interpretation from Orange County Planning and Inspections that the <br />nature preserve was a park use permitted by right and the day camp was an accessory to that use. In early <br />2024, Schoolhouse of Wonder representatives reached out to Planning and Inspections staff regarding <br />installing permanent structures on-site related to the Camp use. The staff interpretation is that this permanent <br />Camp use of the property requires a Special Use Permit for the use and associated structures to be permitted <br />on-site. <br />For additional project information, including a narrative of the proposed use, see Application (Attachment 1) <br />Exhibit B. <br />88
