Findings of Fact <br />Taylor Perschau Current Planning and Zoning <br /> Manager, 919-245-2597 <br />Cy Stober, Planning and Inspections Director <br /> 919-245-2592 <br /> <br />PURPOSE: To hold a quasi-judicial evidentiary hearing, receive sworn testimony and evidence, <br />and take action on a Special Use Permit (hereafter “SUP”) application proposing a “Camp” use <br />on a +/- 95-acre parcel (PIN 9883-30-4125) located at 3223-UT New Hope Church Road, Chapel <br />Hill, NC, within Eno Township, in accordance with the following Unified Development Ordinance <br />provisions: <br />• Section 2.7: Special Use Permits; <br />• Section 5.2: Table of Permitted Uses; <br />• Section 5.3.2: Application of Use Standards – Special Uses; and <br />• Section 5.7.5: Camp <br /> <br />BACKGROUND: On April 12, 2024, a SUP application (Attachment 1) was received to utilize the <br />property to operate a “Camp” use located on a +/-95-acre parcel at 3223-UT New Hope Church <br />Road, Chapel Hill, NC. “Camp” is identified as Land Use #32 in UDO Section 5.2 Table of <br />Permitted Uses and is permitted in the Rural Residential (R1) zoning district as a special use, <br />subject to approval by the Board of Adjustment. As detailed within the application, the proposed <br />operations would include nature-based day camps for children. The Staff Report in (Attachment <br />2) contains additional information, maps, and staff analysis. <br />Basic Review Process: A SUP application requires submission of a site plan and other <br />documents, in accordance with Section 2.7.3 of the UDO: <br />• FIRST ACTION – Staff Review/Analysis Begins. <br />50
