10 <br />Neither the review provided by the State Clearinghouse (available here: <br />https://centralpermits.orangecountync.gov/EnerGov_Prod/SelfService#/plan/63b886f9-4c84- <br />4205-a371-c398fd31addb?tab=attachments) nor the review provided by Orange County Animal <br />Services (Attachment 5) indicated any comments for concern. <br />Analysis <br />2030 Comprehensive Plan <br />Chapter 2 – Planning Principles <br />In October, 2004, the Orange County Board of County Commissioners (BOCC) adopted guiding <br />principles to guide and direct development of the 2030 Comprehensive Plan. There are several <br />Comprehensive Plan Planning Principles of relevance to Kennel (Class II) (Use # 62(M)) including: <br />2.Sustainable Growth and Development: Growth and development within the county should occur in a <br />pattern, location, and density that is sustainable over the long-term. <br />Staff Comment: The proposed project is a special use allowed within the AR zoning <br />district, should it comply with the UDO standards and meet the standards of evaluation <br />reviewed by the Board of Adjustment. Should it do so, the growth and development <br />realized by the project is consistent with the Comprehensive Plan’s Agricultural Residential <br />Future Land Use (Comprehensive Plan Appendix F). <br />4.Natural Area Resource Preservation: Protection of the County’s natural areas, including forests, <br />wildlife habitat, and other important open spaces should be a priority. The County should work with <br />regional and local organizations, the towns, and private landowners to promote and achieve <br />preservation of the County’s important natural resources. <br />Staff Comment: This project proposes minimal land disturbance and tree removal to allow <br />for development, consistent with the narrative’s goal to maintain as much natural area as <br />possible while developing the site. (Application Packet, Attachment 1). <br />5.Preservation of Rural Land Use Pattern: The County’s rural areas are a cherished component of the <br />County’s character. Future development should preserve and enhance the county’s rural landscape. <br />Staff Comment: The proposed “Kennel (Class II)” use is consistent with the County’s rural <br />landscape, as presented in the site plan. Minimum land disturbance, lighting, and noise <br />are proposed and existing vegetation is to largely remain on-site, acting as a natural buffer <br />to adjacent properties. The owners sought to purchase property in a rural setting with <br />natural conditions that could be preserved and cultivated.
